玉吾齋 송상기의 생애와 현실인식

국문 초록

효종 때부터 현종과 숙종, 경종대까지 네 명의 군주시기를 거치면서 격동과 변혁의 시기를 살았던 옥오재는 회덕의 명문에서 태어났다. 급제 후 사관을 시작으로 경외의 요직을 두루 역임하였다. 다양한 관직을 역임하는 동안 국정 현안에 대해 상당히 예리하고 구체적인 해결대안을 제기하였다. 특히 아버지를 비롯하여 가문 내의 인사들 중 사관을 역임한 인사가 많았던 家風은 예리한 역사의식을 견지하는 요인으로 작용하였다. 그리고 국정 운영에서 나타난 당면 과제에 대한 해결 대안의 강구로 이어졌다. 은진 송씨의 家統, 노론계 학문과 사상으로부터 자유로울 수 없었던 옥오재는 소속 당파의 정치이념과 논리에 충실하였다. 역대 대제학 중 가장 오랜 기간 역임했다는 사실, 『경종실록』과 『경종수정실록』의 졸기에 학문이 높았다는 사관의 평가를 통해, 학문과 사상이 상당한 수준이었음을 확인할 수 있다. 그의 경세사상은 국정 전 분야에 걸쳐 나타났다. 올바른 인사 행정과 당파의 갈등을 해결할 수 있는 정치적인 면에서의 탕평론 제안, 징세 문제의 해결을 통한 민생안정 방안과 良役變通論의 제안 등 경제적인 면의 개혁안도 제시하였다. 사치의 방지 등 사회적 문제 해결 방안은 물론, 성리학적 질서 체계의 구축 등 사상적인 방안의 제시 등 광범한 분야에서 구체적인 해결 대안을 제기하였던 것이다. 따라서 그의 經世觀은 일정한 역사적 의미를 지니고 있다고 할 수 있는 것이다.

영문 초록

Okojae who lived in a period of turbulence and transformation during the reigns of Hyojong, Hyeonjong, Sukjong, and Kyungjong, was born of noble ancestors in Heoduk. Passing the Joseon state examination, he entered the office of Sakwan and consecutively filled various government posts both within and outside. While holding various posts, he proposed clear and concrete alternatives to the current affairs of state. Family traditions which had produced many men serving in Sakwan, including his own father, provided the background for his historical awareness and alternative solutions to the pending governmental problems. Okojae who could not free himself from the family lineage of Eunjin Song’s family, studies and thought of Noron’s clique, devoted to Noron’s political ideal and thinking. When we consider his long service in Daejehak, and Sakwan’s high assessment of his studies in the deceased men of Kyungjongsillok and Kyungjongsujeongsillok, it is obvious that his studies and ideals were of the highest level. His analysis of statecraft provided the entire area of government administration. He suggested Tangpyeoron in politics as a policy to resolve personal administrations and partisan conflicts. He also attempted to reform economic policy to bring stability to people’s lives through collective taxes and the theory of Yangyŏkbyŏntong. He presented thoughtful alternatives in widely different areas such as dealing with luxuries, and constructing Neo-Confucianism’s order system. Therefore, His ideals and practice of governing were family traditions grounded in his understanding of the meaning of history.
