영문 초록

Complete removal of the barrier formed in the Eurasian Continent under the Cold War is now about to be conducted due to North Korea s new adoption of the open-door policy following the joint communiqu of June 15 2000 between the South and the North of Korea. An overview on the change of general traffic and transportation system in the Eurasia is available on the assumption of the North s full opening. Network of Railroads - Railroad construction in Asia started at the end of the 19th century and formed a rough network by the first half of the 20th century, which was aiming to rule over the continent of Asia. Its first network having a starting point in Busan linking to the railroad in the Chinese continent was to satisfy Japan s desire for invasion of the continent. The second one reached the Pacific coast already in the 18th century crossing over not ocean but land by Russia s debouchment policy into the east and additionally Siberian transcontinental railroad was built afterwards. However, such Asian railroad networks have got a serious trouble in functioning properly because of the interruption by the ceasefire line. If the broken railroad runs again Korean and Japanese trading with China whose transportation has been made restrictedly by sea and air can be relatively diversified in traffic by using railroad as well. So to speak, TKR also might be actualized. Re-connection of the railroad stopped at the ceasefire line should be considered a matter of utmost concern, which does not only mean restoring of the network of railroads built by the early 20th century. Linking of Road System - It also can be expected to bring a similar affect as restoring of railroad network does. Especially where railroad or harbor facilities are not prepared enough to cover storming rush of traffic there is no better measures for transporting than linking of road and trucking. Establishment and Adjustment of Air and Sea Route - Normalization of the transportation through both ways is positively believed since universally accepted international principle will be applied to passage of territorial sky and waters concerning the relation with North Korea. Formation of Northeast Asian Economic Bloc - If North Korean Coastline is opened and links through waterway to Manchuria or Mongolian continent by its full opening, and railroad and road connection to China and Russia complete transportation networks in the continent, and meanwhile, formation of Northeast Asian economic bloc comes true through combining with other blocs in the Yellow Sea and the East Sea Duman river delta can be naturally developed as a center of transportation in the continent Long-Term Effect of North Korean Open-Door Policy - Between the late 19th century and the beginning of the 20th century there were two contrary opinions, which were called Sea Power and Heartland theories. In fact, world history has been developing based on the theory of Sea Power so far by reason of closure of the Asian continent under the Cold War. Nevertheless, new era will possibly begin with the North s opening in accordance with Heartland Theory of English geo-politician, Mackinder in the early 20th century. Therefore, what is expected in the future prospect is a new economic community consisting of Korea(including the North), Japan, China(including Taiwan), Russia, Mongolia, some countries in Eastern Europe and minor countries in Central Asia although it is not going to be easily set up all at once. And yet presumably the time will come when it can attain its ultimate purpose step by step in the end.
