영문 초록

With the onset of the new government in 1998, Seoul employed the policy of separating tense political relations from economically cooperative relations that can be achieved between the two Koreas. Under this policy line, South Korea has widened the scope of cooperative economic relations with the North through deregulation and joint economic projects. Inter-Korean trade of goods rose to US$333.43 million last year, marking a 50.2 percent increase over last year’s $221.94 million. Imports posted $121.6 million, a jump of 31.8 percent over the previous year, while exports rose 63.4 percent over the previous year, posting $211.83 million. Leading the increase in inter-Korean trade were non-commercial transactions incurred by the KEDO project and North Korean aid projects, which constituted 43.3 percent of the total inter-Korean trade. In the official trade category, processing-on-commission trade, which comprises 53 percent of total inter-Korean goods trade, rose by 40.3 percent. Commercial trade also rose 23 percent to $89.42 million over the sum of $72.70 million the previous year. The Ministry of Unification approved a total of two inter-Korean economic projects last year, which is a slight decline over the previous year. However, taking into consideration that there have been only 38 inter-Korean economic projects since 1992, some of which have only begun in earnest last year, we note a certain degree of progress in inter-Korean economic cooperation. The success of the a few economic cooperation suggests that the North is open to the mutual benefits that the joint economic projects with the South bring, setting the stage for Seoul to expand the scale and scope of economic exchanges. Stepped up economic exchanges, in turn, will serve as a confidence-building measure, allowing the two Koreas not only to reap mutual gains but to build a new paradigm of coexistence through an inter-Korean economic cooperation. According to increase of economic cooperation of both sides, academical exchange and cooperation programs will be more carried out in such various fields as economics and business administration. The ways t4o make various conditions for academical exchange as follows: 1. To making some of the useful conditions for academical exchange such as a formation of common research fund and preparations of supporting systems in the level of government. 2. A study of the research projects for promoting economic cooperation in such various subjects as the reform and open door policy of the PRC, economic cooperation in cross straits, and so on. 3. Transference from the indirect academical exchange to the direct. Up to now, most of the academical exchange between South and the North has been indirectly held in china or japan. These indirect kinds of academical exchange should be changed direct exchange held in korea peninsula. 4. Academical exchange between South and the North should be linked closely with economic cooperation projects and assistance to cover a wide range of industries spanning manufacturing, agriculture, fisheries, construction, tourism and finance 5. Institutional and legal bases are necessary in order to facilitate smooth academical exchange in such fields as the economics and business administration.
