입학사정관제도의 지향

국문 초록

현행 입학사정관전형이 무원칙적으로 개발되었고 주로 특별전형에 적용되고 있으며 전공적합성과는 무관한 선발을 하고 있다. 입학사정관제도가 ‘선발의 틀과 교육체제 운용의 틀’의 전환이라는 제도 도입의 취지에 맞게 발전하려면, 현행 입학사정관제도가 어떻게 프로그래밍 되어 운영되어야 하는지에 대해, 근원에 돌아가 새롭게 논의할 필요가 있다. 이 필요에 대한 인식에 터하여, 연구자는 입학사정관제도의 지향이 ‘전공단위 선발’을 실행해야 함을 주장하고 이를 제도화하는 실천적 방안을 창안하고자 하였다. 연구자는 하나의 주류의 선발경로로서 ‘전공단위선발경로’를 설정할 것과, 현행 입학사정관제를 이 경로에 적용하여 일반전형으로 실행할 것을 제안하였다. 또 전공단위 선발의 제도화의 정책방향(정책목표, 정책실행 규준, 세부 추진전략)에 대해 논의하였다. 대학 전공단위별 교육목적과 고교 학생부 교육이력 기록 간의 교섭에 의한 선발방식이야말로 대학의 선발 자율과 고교의 교육 자율을 더 크게 성취할 수 있게 한다. 이 양자 사이를 교섭하는 매개물이 바로 입학사정관제에 의거한 ‘전공단위 선발방식’이다. 전공단위 선발의 제도화는 입학사정관제의 기본 도입 취지, 즉 공교육을 강화하면서 공교육 목적에 부합하는 학생을 선발하는 취지를 살릴 수 있는 선발제도가 될 것이다.

영문 초록

This study aims to institutionalize the selection of students by major units in university. The findings can be summarized as follows. Firstly, this study proposes that in order to carry out the selection of students by major units, that an independent selection channel in each major unit must be set up, and an admissions officer system should be applied to oversee this selection channel. Also, the selection types in the current admission officer system should be included in this channel. Secondly, this study suggests a policy direction of institutionalization. The goal of this policy for high schools is to endow educational autonomy to teachers, which means that schools manage various curricula according to students’ aptitudes and capabilities. Also, this suggestion offers autonomy of selection to university faculties. This means that universities can recover the authority of selection students who are suitable for respective major’s educational goals. Thirdly, every student, who has faithfully finished the high school curriculum and who has obtained various talents and abilities suitable to the educational goals of the major units within the high school curriculum, can be the applicant for selection and become a candidate for freshman university. The major unit(faculty) ought to take the responsibility for college admissions. School records must be served as ‘basic’ materials for the selection of students. Furthermore, other materials ought to be developed by the admission officers.
