국문 초록

지역무역협정은 종래 지정학적인 지역의 결합을 중심으로 시장을 형성하여, 협정국 사이에 상품•서비스의 거래를 활발하게 하였다. 그러나 1990년대 이후의 움직임은 지정학적인 지역의 결합을 강화함과 아울러 상품•서비스•자편거래의 확대를 목표로 하여, 정책적인 결합을 강화하는 방향으로 진행되고 있다. 이에 세계화와 지역화가 동시에 진행되고 있다. 이결과 오늘날 세계경제는 국경을 초월하는 세계화가 급속히 진전되는 가운데, 국가들 사이의 경제블록화 등으로 인하여 통합과 분 열의 이율배반적 흐름이 빠른 속도로 진행되고 있다. 특히 1990년대 이후의 움직임은 지정학적인 지역의 결합을 강화함과 아울러 상품•서비스•자본거래의 확대를 목표로 하여, 정책적인 결합을 강화하는 방향으로 진행되고 있다. 따라서 이 논문은 세계화가 진전하는 가운데, 자유무역협정(FTA)이 급속하게 확장되는 상황하에서 먼저, 국제무역의 현황을 검토하고. FTA가 세계화와의 상관관계 아래서 한국의 FTA정책에 관하여 심도 있게 연구 검토하고자 한다.

영문 초록

Now days, the international trade is moved to regionalism from multilateralism. This movement will have an effect on trade policy of Korea. The multilateralism is a multilateral trade negotiation. In fact, GATT in the past and WTO now days have adapted this multilateralism to expand free trade system with enacting the trade rules such as fair and free trade, a multilatera trade, and most favored nation(non discriminatory) treatment. In the other side, the regionalism is a bilateral to plurilater trade negotiation. The regionalism is pursued to have te promotion of trade with eliminating barriers to trade by plurilateral negotiation between parties(nations). In the agreement of WTO, the regionalism is defined as a Regional Trade Agreement such as Custom Union, Free Trade Agreement, Interim Agreement, ane etc. In the present, WTO show that the Regiona Trade Agreements have 162 cases in the world wide. In these Regional Trade Agreements, the Free Trade Agreement(FTA) has 101 cases in the most. However, Korea has only two cases of FTA, between Korea and Chile in April, 2004, and between Korea and Singapore in April, 2005. The purpose of this study is to provide the direction of FTA policy by Korean Goverment. This study reviewed the implementation of FTA policy by Korean Goverment, the present conditions of FTA in the world wide, and examined the previous studies to be connected with FTA. In this study, the First raised an issue of FTA policy. The second exameined a formation of the international trade system. The third comlared regionalism to multilateralism. The forth reviewed the previous studies of regional integration. The fifth analyzed the FTA policy of Korean Goverment.
