국내복합운송업체의 대륙횡단철도 이용실태 및 TKR 효율적 연계방안

국문 초록

본 연구는 TSR과 TCR을 이용하고 있는 국내복합운송업체를 대상으로 한 인터뷰조사를 토대로 하여 대륙횡단철도에 대한 최근 현황 및 문제점 등을 살펴 보고. TKR과의 연계추진 가능성 등을 살펴보는데 그 목적을 두고 있다. 대륙횡단철도 이용실태 및 애로요인， 개선사항 그리고 남북종단철도의 이용가능성 등을 파악하기 위하여 대륙횡단철도를 이용하는 국내복합운송업체와 화주 20개사를 대상으로 인터뷰 조사를 실시하였다. 그 결과를 살펴보면， 해운의 경우 정시성과 안전한 수송， 낮은 운임을 보장하는 반면， 대륙철도의 경우 통관의 복잡성과 철도기반시설의 부족 등으로 정시성을 보장할 수 없는 상태이다. 특히， 해상수송에 비해 약 1，000달러의 높은 운 임 등이 가장 큰 문제점으로 지적되고 있다. 또한， TKR의 개통시 국내복합운송업체는 현재의 운임정책과 철도물류시설을 고려할 때， 남북철도의 확장 및 이동에 한계가 있을 것으로 생각하고 있다. 이를 위해 남북과의 원활한 교류가 전제되어야 하며， 이를 바탕으로 하여도 TKR의 이용 한계는 중국의 동북3성， 러시아 극동지방의 공단에 그칠 것이라는 의견01 지배적이었다. 따라서 동북아물류중심국가로 나아가기 위한 대륙횡단철도의 이용확대와 TKR과의 효율적인 연계를 위해서는 해상운송과의 비교에서 경쟁력 있는 운임 방안이 모색되어야 하며， 국가간의 협력에 의한 통관시의 불합리성 개선， 대륙 철도 물류시설의 개선， 그리고 각 국가의 철도 체계와 운임정책을 통합하는 방 안 등이 범국가적으로 고려되어야 할 것이다.

영문 초록

This study aims to investigate problems associated with Korean Freights Forwarders' usage of TSR(Trans-Siberia Railways) and TCR(Trans-China Railways), and to seek possibility of connecting them with TKR(Trans-Korea Railways). For these purposes, the authors surveyed twenty Korean freight forwarders which utilize Trans-Continental Railways. According to the survey, it was found that Trans-Continental Railways often did not guarantee scheduled time due to shortage of infrastructures related to railways and delay of customs clearance. In addition, freight rates of Trans-Continental Railways were higher than those of transportation by sea. Trans-Korea Railways also have disadvantages of higher freight rates and shortage of infrastructures. Its usage is also affected by political situations of North and South Korea. Because of these problems, it is argued that the usage of TKR is limited to North Eastern China and Far East Region of Russia. In order to increase the usage of Trans-Continental Railways and to connect them with TKR, it is necessary to find the ways to reduce freight rates to the level that is competitive to those of transportation by sea. It is also required to speed up customs clearance through collaborative efforts of neighboring countries, to improve infrastructures related to railways, and to synchronize railway systems and freight rate policies among neighboring countries.
