국문 초록

이 연구는 한국 평생교육 프로그램 공급패턴 분석을 위해 시도된 거시적인 접근으로서 (1) 평생교육 프로그램 통계조사자료 분석을 위한 도구적 개념과 조건을 탐색하였으며, (2) 그에 터하여 평생교육법령 등록기관의 년간 총 공급량과 도농 간 패턴, 그리고 프로그램 내용별 차별성 등을 분석하였고, (3) 마지막으로 서울시를 사례로 평생교육법령 등록기관(1유형)과 기타법령 등록기관(2유형)을 포함한 총 공급패턴이 보여주는 몇 가지 핵심적인 특징들을 분석하였다. 이를 위하여 2008-2010년 조사된 한국교육개발원의 평생교육통계조사 자료를 재분석하며, 부수적으로 2010년 서울시가 자체조사한 평생교육통계조사 자료를 함께 활용하였다. 그 결과 몇 가지 점에서 특징적인 패턴이 드러났는데, (1) 평생교육 프로그램의 양적공급은 매년 증가추세에 있으나 내용 영역별로는 시민참여교육, 학력보완교육(초·중등), 문해교육은 급격한 감소추세에 있었으며, 직업능력, 문화예술, 인문교양, 학점인정 프로그램이 대부분을 차지하고 있었다. 기관 유형별로는 대학(원) 및 사업장 부설기관, 평생학습관이 프로그램 공급을 주도하고 있는 것으로 조사되었다. (2) 시군구 간 격차에 관해서는 구(광역시), 시 단위에 비해 군단위 지역에서의 공급이 미미한 수준인 것으로 파악되었다. 그 주된 이유는 군단위가 평생학습관이 주도하는 공적 공급체계에 기초하는 반면 구,시 단위는 프로그램을 대규모로 공급하는 대학(원) 및 사업장 부설 등에 의한 사적 공급체계가 집중되어 있고 이에 의존하는 까닭인 것으로 보인다. (3) 서울시 분석을 통해서는 오히려 2유형의 기관과 프로그램, 학습자 수가 1유형(원격 제외)에 비해 훨씬 많은 것으로 드러남으로써 상당부분 평생교육법 영역 밖의 기관들을 통해 안정화된 평생교육 프로그램들이 공급되고 있는 것으로 파악되었다. (4) 이를 통해 향후 한국의 평생교육 프로그램 공급패턴을 보다 정교하게 파악하기 위해서는 평생교육통계조사 자료를 지표화 및 지수화하기 위한 개념적 연구가 보완되어야 하며, 전국적인 프로그램 공급자료를 파악하기 위해서 2유형 기관에 대한 전국단위의 법정 통계조사가 수반되어야 한다는 점을 확인하였다.

영문 초록

Three years of national data accumulation on adult education institutions, programs, personel and finances, by KEDI, now enable us to analyze and find out some fundamental patterns of lifelong education programs at the national level. This article conducts and provides the lifelong education provision by means of analyzing the raw data of national survey that have been annually conducted by Korean Educational Development Institute in 2008-2010. In this article, the authors attempted to provide the following four dimensions of findings on the issue: (1) several key concepts and conditions that shed light on developing further elaborated framework of national survey on lifelong education statistics were discussed and proposed; (2) the grand scale and pattern of educational provision nationwide in several aspects were provided, especially of total volume of it by using the matrix that consists in the types of provider as well as the types of program contents.; (3) the learning divide, especially inequality and its pattern between rural and urban areas were empirically proved with some new indicators that can be applied for the further researches; (4) A regional lifelong learning ecosystem with total picture of educational provision with the case study of the City of Seoul was drawn, with subsidiary analyses on the pattern of education provision by types of providers with types of program contents. As conclusions, the article has contributed on (1) establishing conceptual frameworks to proceed the data collection, processing, and retrieving and put them as survey output for professional uses; (2) exemplifying the way of in which the data, indicators, and matrix can be applied to show how the realities of the structure of educational provision in Korea can be revealed by analyzing the national survey data; and (3) Some explicated facts and patterns in detail of the program provision by areas, by issues, and by regions.
