국문 초록

1897년에 미국 전도사가 上海에 개설한 濟良所는 中國近代史에서 娼妓 救濟의 始初였다. 民國시기에 들어와서 사회가 더욱 복잡해지고 정부에서 해결해야 할 현실적인 문제가 증가함에 따라 창기 등의 사회문제도 더욱 심각해졌다. 南京政府가 성립된 후 한동안 창기를 폐지하는 조치를 취했지만, 나라가 힘이 없고 서민들이 빈곤하여 救濟와 自求를 할 수 없어 창기의 증가를 억제할 수 없었다. 따라서 각 地方政府가 실시하는 “寓禁于管”, “寓禁於征”의 公娼制에 대해 중앙정부는 묵인하는 태도를 취했다. 이런 까닭으로 濟良所를 모델로 하는 각종 창기 구제기구는 빈곤하고 아무도 돌보지 않는 창기를 구제하는 과정에서 커다란 역할을 하였다. 이와 같은 창기 구제기구는 창기가 되기를 원치 않는 여성들을 받아들인 후, 그들의 性病을 치료해주고 노동기술을 가르쳐 자립할 수 있는 능력을 키웠으며, 그들이 인생의 도리를 깨우쳐 보통 가정 부녀자들이 갖고 있는 도덕을 회복하도록 인도하였다. 창기들이 濟良所에서 체류할 기간이 지나면, 그들을 도와 직업을 알선해주거나 공개청혼의 방식으로 가정을 이루도록 도와주었다. 결론적으로 창기 구제기구의 목적은 勞動을 통하여 창기들이 보통 사람으로 다시 사회에 돌아가도록 이끌어주는 것이었다. 그 사이 창기들을 근접할 수 없는 실제 상황에 근거하여 남경정부는 관련 법규를 출시하여 창기 구제기구를 규범화 하였으며 실제 사업 중에서 감독과 관리의 임무를 다하였다. 그러나 이 시기 창기들의 구제기구 운영상황을 고찰하는 과정에서 창기 구제 노력이 효과적이지 못하여 그들에게 직업을 찾아주는 일이 매우 어려웠음을 발견할 수 있었다. 그리고 그들의 결혼을 도와 줄 경우에 많은 경제적인 도움을 주어야 하기에 모든 사람들이 결혼을 할 수 있도록 보증할 수도 없었음도 알 수 있었다. 결론적으로 이들 기구 자체가 管理가 따라 가지 못하였고 관리인들의 수준이 낮은 등의 원인으로 창기 구제기구는 창기를 구제하고자 초심을 실현하기가 어려웠다.

영문 초록

Founded by American missionaries in Shanghai in 1897, The Door of Hope began a work of relief prostitutes. After the establishment of the Republic of China, the Government had to deal with a growing number of social problems. On the issue of prostitution, the Nanjing government has made initiatives to abolish it, however, because of the weak people in the poor country, the Central Government has failed to control the growth of the number of prostitutes, in general, the Local Government has also implemented the Licensed-prostitution system, such as prohibition in the management and prohibition on taxation, and the central government have also hold the default attitude. In this social environment, as a model institution to such organizations of relief prostitutes(such as the Women Hospice), The Door of Hope still played a role in the process of rescuing prostitutes who do not want to do that. Sheltering these Women who were not willing to prostitution, these organizations help them heal their venereal, teach them labor skills, led them understand the life truth, help them return to right attitude that a normal women should have and be able to stand on theirs own feet. After their received period, these organizations would help them find jobs or help them organize families through Public marriage-seeking, In short, it is the purpose for these organizations to help those prostitute return to society as a “normal” in ways of labor reforms and marriages. View of the actual situation that it is difficult for the government to ban prostitution, Nanjing Government has formulated relevant laws and regulations to regulate those organizations which would provide relief for prostitutes and carried out supervision and management responsibilities. After the study of the operations of these institutions of this period, however, We found that prostitutes live in poor conditions in these organizations, and difficult to find jobs too, at the same time, men corresponding the marriage-seeking have not enough money to pay the sponsorship to marry the women, so many of women in these institutions were not able to get married on the whole. In a word, due to the poor management, the low quality of administrators, lack of funds and other factors, these organizations generally failed to achieve the purpose of relief prostitutes.
