국문 초록

성적역사문화도시는 지난날 한 나라의 정치ㆍ문화의 중심지로서 역사적 가치가 있는 문화유산이 있는 옛 도시를 총칭하는 것이다. 21세기에 접어들어 도시이미지 자체가 하나의 브랜드로 인식되면서 문화도시, 역사도시라는 용어가 등장하였고, 사회적 패러다임의 전환에 따라 세계 각국은 국가의 정체성 확립차원에서 역사문화자원의 보전사업을 경쟁적으로 추진하고 있다. 안동시는 유교문화의 원형을 고스란히 간직한 전통도시로 문화유적이 자리잡고 있고 역사적ㆍ전통적 삶이 독특한 문화를 형성하고 있는 우리나라의 대표적인 역사문화도시로 자리매김할 수 있는 잠재력을 지닌 도시이다. 그러나 미흡한 점도 많다. 그것은 안동이 역사도시라고 자신할 만큼 다양한 시대의 역사유적을 보존ㆍ관리하지 못했고, 문화도시에 걸맞는 공간 및 시설과 활동이 아직 부족하다. 이는 역사문화경관을 문화재가 있는 지역으로 인식하는 편협한 시각이 지배적이었던 우리나라의 기존 문화재보존정책과 궤를 같이한다. 역사문화도시에 대한 제도적 장치는 역사성과 문화유산을 대상으로 오랫동안 문화재보호법에 의하여 관리되어 왔고, 문화재가 아닌 것은 모두 개발할 수 있다는 논리가 성립하여 문화재주변의 난개발을 막기 어려운 문제가 있었다. 따라서 안동시의 역사문화유적을 정비ㆍ보존하고 도시공간을 재정비하여 안동시를 역사문화도시로 조성하여 관리하는 데에는 문화재 보존정책에 대한 법적ㆍ제도적 보완을 필요로 한다. 본 연구에서는 역사적 정체성을 확립하고 역사문화도시로서의 이미지를 제고하기 위한 계획적 역사문화도시 조성 및 관리방안을 검토하여 법적ㆍ제도적 보완방안을 제시하였다. 역사문화도시를 실현하여 지역발전을 꾀하기 위해서는 법에 의한 제도적 장치를 마련하는 것도 중요 하지만, 지방자치단체의 의지와 주민참여가 더욱 중요하다.

영문 초록

City of history & culture is a center of politics and culture of one country on the past including concept of ancient city that has cultural heritage of historic value. In 21st century city of history & culture is introduced as image of city become brand. With changing of social paradigm each country in the world try to forward a project about protecting historical and cultural resources. Andong city is a traditional city that has original form of confucian culture. Also it can be representative city of history & culture with cultural heritage and traditional life style. But Andong city has weekness that is problem of protecting and managing historical heritage in various period. This perspective go along with policy that has narrow minded cognition that consider historical & cultural scenery as place with cultural property. Systematic device for city of history & culture is managed by cultural property protection law and make historicity and cultural heritage an object. This kind of logiclet things that are not cultural property develop. Development thoughtless could be done around area of cultural property as the result of above reason. Therefore legal and systematic supplement for policy of protecting cultural property will be needed for managing and promoting Andong as city of history & culture. Managing and protecting historical and cultural heritage and fixing structure of city are also needed with above mentioned measure. In this research legal and systematic supplement is presented to establish historical identity with restoring historical frame and promote image of city of history & culture with reviewing systematic way of managing & promoting city of history & culture. Intention of local autonomous entity and community particapation are much important than applying systematic device through law to make a regional improvement through becoming city of history & culture
