국문 초록

낙후지역에 대한 중앙정부로부터의 이전재원 증액은 해당 지역의 경제성장 및 노동력의 유출감소를 유도하여 확충하는 효과를 보이며, 지역 간 인적자본의 격차해소에 기여하게 된다. 낙후지역에 대한 이전재원 증액과 이에 상응하는 만큼의 금액을 발전지역에서 감액ㆍ조달하게 되면 발전지역에서는 경제적인 침체가 초래되며, 이전 재원의 증액이 인적자본 확충에 기여하는 효과가 감소되는 현상이 나타나게 되는 것이다. 따라서 중앙정부가 낙후지역의 개발을 위하여 이전재원을 조정할 경우에는 관련정책이 집행되는 지역 간의 경제적 연계 정도를 고려해야 할 것이다.

영문 초록

This study analyzed the effect of intergovernmental grants on human capital migration across regions with a CGE model endogenizing human capital module. Underdeveloped regions are suffered from brain-drain. Increase in the intergovernmental grants for underdeveloped regions contributes to accumulate human capital of the regions by decreasing out-migration in the regions, particularly decreasing the regional disparity of the labor with tertiary level educational attainment. If the funds are made by cutting the grants for a developed region that is closely related with a underdeveloped region in terms of inter-regional trade, the effect of the grant on the underdeveloped region may be offset due to the economic recession of the developed region. Therefore economic linkages among regions should be considered in designing the policy of intergovernmental grants for regional economic development.
