국문 초록

본 연구에서는 오차수정모형을 사용하여 선거가 재정지출에 미친 영향을 분석하였다. 연간자료를 사용하여 분석한 결과에 따르면 선거가 전체 지출규모에 영향을 미치지 않은 것으로 나타났다. 이는 우리 나라에서는 정부지출의 변화에 따른 정치적 경기순환이 없다는 것을 의미한다. 재화와 용역에 대한 지출, 이전지출, 자본지출 또한 선거에 영향을 받지 않는 것으로 나타났다. 다만 국회의원선거 기간에 농업분야와 민간에 대한 보조금이 증가하는 것으로 나타났다. 분기별 자료를 사용한 분석에서는 지출총액, 경상지출, 인건비 및 물건비가 선거기간에 감소하는 것으로 나타나고 있어 선거가 연중 지출시점을 변동시키지도 않는다는 것을 보여 주고 있다. 경제성장, 실업증가, 물가상승 등은 장단기 모두 정부지출을 증가시키는 요인으로 나타나고 있다. 특히, 경제성장이 정부지출을 증가시키는 정도가 큰 것으로 나타나고 있다. 또한 자본지출이 경제성장과 양의 관계를 가지고 있어 자본지출이 경기변동을 완화하는 역할을 하지 못했음을 보여 주고 있다.

영문 초록

This paper analyzes election effect to government expenditures with error correction model. The empirical results with yearly data show that elections had no impact to the overall spendings. This implies that ‘political business cycle’ caused by the change of government expenditures does not exist in Korea. Expenditures on goods and services, transfer payments, and capital expenditures are not affected by elections either. However, subsidies to agricultural and private sector was increased in the period of congressional election. Analyzes with quarterly data indicate that overall spending, current spending, and expenditures on goods and services were even decreased in the election period, suggesting no election effect to government expenditures within a year. GDP growth, increase in umemployment rate, price hike have positive effects to government expenditures both in the short and the long-run. Especially, GDP growth is appeared to be the most important factor to the increase of government expenditures. The results also indicate that capital expenditures were not utilized to stabilize economic fluctuation since capital expenditures is positively related to GDP growth.
