국문 초록

본 논문은 흑해경제협력기구(BSEC, Organization of the Black Sea Economic Cooperation)를 입체적으로 분석하고, 이 기구에 참여하고 있는 흑해 주요 국가들의 이해관계와 목적을 다루어보는 것이다. BSEC은 흑해연안국의 교역 및 경제협력 확대 등을 목적으로 1992년 설립된 지역경제기구로서 근방의 3억 5천만 명의 인구와 연간 교역량 3천억 달러에 이르는 거대 경제 블록을 아우르는 조직이다. 이 지역의 풍부한 자원과 주요 에너지 수송로로서의 성장잠재력이 높은 지역을 배경으로 하는 BSEC은 이러한 측면에서 우리나라에도 매우 중요한 의미를 지니는 국제기구이다. 본 논문에서는 BSEC에 대한 상세한 정보와 성격을 1차적으로 연구하고, 흑해 연안 국가로서 상기 국제기구에 참여하는 슬라브적 모태를 갖고 있는 4개국의 BSEC에 대한 입장과 참여 목적을 살펴볼 것이다. 이를 통하여 BSEC과 흑해의 미래를 연구해 볼 계획이다.

영문 초록

This paper aims to investigate the international organization BSEC(Organization of the Black Sea Economic Cooperation) and to analyze the positions and targets of 4 member countries to BSEC. They are Bulgaria, Serbia, Ukraine and Georgia. In the introduction, the author describes the purpose and the method of this research. In the main body, the author studies the structure and the history of BSEC and it’s functional agenda. Also he researches the purpose and tactics of these 4 countries to BSEC. Mainly, these countries want to be the full member of EU and NATO. For making the national identity and for escaping from Russia’s influences, they want to participate this BSEC actively and to become the EU or NATO member. Also they decide to be the active participants to BSEC, because they want to get the practical progress or developments in the fields of national economy and nation’s welfare. Because of the lack of finance and infrastructure, BSEC cannot make proper output or development near time. But, it can play the role of bases for further progress and further regional cooperations. On the other hand, widening the border of EU and NATO can make Russia more sensitive and progressive in this region.
