국문 초록

연구의 목적은 첫째, 보육서비스의 수혜자 대상 선정 기준은 공정한지의여부 둘째, 보육서비스의 내용은 어떠한가. 셋째, 보육정책을 실현하기 위한전달 체계와 재정은 어떠한가에 대한 문제의식을 제기하고 우리나라의 복지정책의 실태를 분석하여 문제점을 찾아보고 복지선진국의 사례와 비교검토 후 개선방안을 모색하고자 하였다. 첫째, 보육 대상선정의 문제에서 선정의 일정기준은 있으나 수혜자가 속임수를 쓸 경우 제대로 밝혀내지 못할 우려가 있다 둘째, 사회적 급여는 현금과 현물로 나뉘는데 현물 지원 시 아직까지도 국공립시설의 부족과 지역주민의 시설유형에 관한 어떠한 요구조사도 없이 재원만 낭비하는 문제점이 나타났다 셋째, 보육내용은 영유아 발달에 따른 적절한 프로그램의 내용을 의미할 뿐만 아니라, 교사의 자격기준도 포함된다. 보육내용에 있어 프로그램의개발이 미비하고, 교사의 자격에 대한 기준은 있으나, 자질에 관한 기준은 엄격히 없는 것으로 드러났다. 넷째, 우리나라 보육정책은 보육을 전담하는 보건복지부와 유아교육을 전담하는 교육과학기술부로 나뉘어 이원화 되어있다. 이러한 문제는 시설운영에 일관성을 주지 못하고 수요자로 하여금 혼란을 야기 시키는 결과를 낳는다. 다섯째, 재정은 2009년부터 2010년 현재와 내년도 보육정책의 예산까지 살펴보았다. 2009년과 2010년의 경우는 보육지원 사업부분만 있어 정확히 알기 어렵고, 2011년도 예산안에 나타난 부분으로 파악하면 2010년의 경우2.7조에서 2011년 3.3조로 약 22% 증가하였다. 그러나 이는 매우 가시적이며 전체 복지예산과 함께 살펴보면 보육정책의 수혜자는 체감할 수 없을 것으로 보여 진다. 따라서 보육정책은 재정을 확대하여 국민들의 보편적 요구를 충족시키면서 다른 한편으로는 특정한 보육요구를 가진 집단의 정책 체감도와 만족도를 충족시킬 수 있는 정교한 정책 수단을 강구하여야 할 것이다.
