국문 초록

사회적자본을 한 정책의 형성이 가장 중요한 전제 조건이라고 할 수 있다. 신뢰가 사회적 자본 중 가장 중요한 요소임으로 사회적 자본인 거버넌스를 통한 지역사회복지 활성화를 위해 무엇보다도 지역사회 전반에서 신뢰가 구축되어야 한다. 아울러 복지정책을 위해서도 거버넌스 구축을 위하여 신뢰에 기반한 합리적 소통이 이루어져야 한다. 특히 지역사회, 사회복지기관간, 사회복지기관과 지방자치단체 간,주민들 간의 의사소통의 활성화를 위한 구체적인 대안 마련이 필요하다. 아울러 주민ㆍ시설ㆍ단체ㆍ기관들과 지방자치 단체 간의 공식적인 의사소통의 채널을 다양하게 구축하여 양자 간의 정보공유와 협력을 이끌어 낼 수 있도록 하여야 한다. 이와 함께 지역사회 주민들의 정보 공유와 지역사회 단체와 지자체간 정보 공유가 이루어져야 하며 지자체의 원활한 정보 제공과 지역 사회단체 및 기관의 정보 제공 역할 충실 등이 함께 이루어 져야 할 것이다. 둘째, 사회적자본을 통한 복지정책은 네트워크의 구축이 복지 거버넌스를 형성하는 데 핵심요소라 할 수 있다. 셋째, 복지정책을 위한 거버넌스 구축을 위해 사회적 자본 형성이 선행되어야 한다. 넷째, 복지 정책 거버넌스 구축을 위해 지역사회 전체가 호혜성에 기초한 사회규범을 준수할 수 있도록 하는 감시와 비판 기능이 요구된다. 마지막으로 현재 복지 정책 거버넌스와 사회적 자본과의 중요성과 필요성에 대해 지역주민과 공무원ㆍ공공부문 종사자들의 인식과 공감이 많이 부족하다. 무엇보다도 지역주민을 대상으로 거버넌스와 사회적 자본의 필요성과 중요성을 인식시킬 수 있는 근본적인 대책이 필요하다. 향후 이러한 점들을 한계점들을 보완할 수 있는 발전된 연구가 계속 이어져야 하겠다.

영문 초록

The formation of social capital, a policy may be called the most important prerequisite.
