행정구역과 재개발사업을 둘러싼 도시빈민지역 주민들의 인식

국문 초록

본 연구는 도시빈민들의 무허가주거지인‘안창마을’을 대상으로 마을의 공간구조, 주변 환경, 역사적 경험 등을 탐색하고자 하였다. 그리고 주거부문에 대한 도시빈민들의 사회적 배제에 주목하여, 행정구역의 분리, 토지 불하, 재개발사업 등 마을을 둘러싼 다양한 요인들이 주거지와 주민들에게 미치는 영향을 조사 하였다. 마을 주민들은 어려운 사람끼리 함께 사는 것에 대해 정신적 안정감을 느끼며 마을 내에서 심리적 동질의식을 만들며 살아왔다. 하지만 행정구역의 분리에 따른 행정지원과 복지서비스의 차별은 주민들에게 선망 또는 불만을 가지게 하였다. 그리고 토지 불하와 재개발사업을 통하여 가진 자와 못 가진 자간의 사회경제적 격차는 더욱 심해졌으며 이로 인하여 주민들 사이에 위화감, 박탈감, 열등감이 발생하였다. 특히 재개발사업이 진행되면서 토지소유자, 무허가주택 세대, 공공기관(동구 또는 부산시) 간의 관계에서 소외, 배제와 함께 갈등이 표출되고 있었다.

영문 초록

The aim of this study is to investigate the spatial configuration, environment, historical experience of Anchang village, urban squatter settlement, in Busan. And especially focusing the social exclusion of the urban poor from a residential point of view, this study analyze the impact of residents and Anchang village on the separation of an administrative district, land disposal and redevelopment. The major findings are as follows; The residents have lived to feel a sense of mental stability about living together with the poor and to make psychological identity in Anchang village. But residents were discriminated on the administrative support and welfare service due to the separation of an administrative district and this caused residents to aware an envy or dissatisfaction. And social-economic gap between to have and have not was widening because of the land disposal and redevelopment. Thereupon a sense of incongruity, deprivation and inferiority occurred to residents. Specially in the process of redevelopment, such senses as alienation, exclusion, conflict were expressed in relation to landowners, squatters and public institutions.
