유럽의회에서 동유럽국가의 정치경제력 연구

국문 초록

본 논문은 유럽의회에서 유럽연합의 조직, 제도 및 구조측면, 유럽의회에서의 선거와 정당이념, 경제적 이슈, 신규가입국 문제 등을 중심으로 동유럽국가의 정치경제적 위상을 분석하였다. 동유럽국가가 서유럽 회원국가 보다는 약소국이지만 유럽의회를 통하여 유럽연합에서 정치 경제적 영향력을 확대할 수 있는 여지가 없는지를 모색하였다. 물론 이는 동유럽국가가 집단적으로 협력하는 문제이지만 동유럽국가간에도 개별적으로 위상의 차이가 있기 때문이다. 서유럽 회원국 중에도 강소국들이 존재하고 있고 PIIGS 나 남유럽국가 등 글로벌 경제위기하에서 유럽연합에 협력과 지원을 필요로 하는 국가가 존재한 것과 마찬가지이다. 그렇다면 동유럽국가가 보다 적극적으로 유럽연합에서 정치경제적 위상을 높이기 위해서는 조직·제도, 경제이슈문제, 신규가입국 결정 등에서 대안을 개발하고 이슈를 선점하는 전략을 어떻게 개발할 것인가. 필자는 유럽연합 내에서 유럽의회가 유럽이사회나 집행위원회보다는 정치경제적 위상이 약하다는 것을 잘 알고 있다. 그러나 유럽연합이 유럽통합을 전제로 유럽합중국으로 발전적인 진행을 하려면 입법, 사법, 행정 등 개별국가에 존재하는 민주적인 삼권분립이 필요하다. 여기서 유럽의회가 적극적인 입법의 역할을 강화하여 위상을 좀 더 높일 때 동유럽 국가들이 적극적인 역할을 담담함으로써 유럽연합에서 동유럽 국가의 정치경제적 위상을 높일 수 있다고 보았다. 그러나 아직도 동유럽 국가들이 유럽연합에서 후발국가로 참여하여 중심적인 역할을 못하고 있고 유럽의회도 여전히 유럽이사회나 유럽정상회의 등에 비해 글로벌경제위기극복 등에서 역동적인 역할을 하지 못하고 있는 것이 현실이다. 결론적으로 동유럽 국가들이 유럽이사회나 집행위원회에서 정치경제적 영향력이 약하다면 유로 존이나 유럽의회에서 보다 더 많은 활동을 통하여 독일, 프랑스, 영국 등 강대국사이에서 서유럽 강소회원국과 같은 핵심적 역할을 모색해야 할 것으로 본다. 필자는 유럽의회를 통하여 동유럽회원국들의 정치경제적 위상을 점차적으로 향상 시킬 수 있다고 인식하였다.

영문 초록

I will analyze organization and instituion of European Union, global economic issues,election and political party of European Parliament, permmition of EU new membership state, cooperation between global organization which focus on political and economic power of Eastern Europe in European Parliment. Even though eastern europe are lesser power states than western europe, elevation of political economic power of Eastern Europe must come from prior occupation of global issues and problems in European Parliament. I will analyze solid methods of getting over difference of political economic power between western europe membership and eastern europe membership in European Union. Actually there are lesser power states among western europe as like PIIGS and southern Europe which need assistances and supports from European Union in global economic crisis. To elevate political economic power of Eastern Europe, Eastern Europe need strategy to propose agendas and ideas, and prior occupation about issues of organization and instituion of European Union, global economic issues, election and political party of European Parliament, permission of EU new membership state etc. in European Parliment. I know that European Parliament is are lesser power for Political Economic phase than European Council and European Commission. But if European Union will be elevated United States of Europe through European integration, European Parliament should be strengthened democratic seperation of three powers(administration, legislation and judiciary) as like seperation of three power in a country. If Eastern Europe has lesser power in European Council and European Commission, Eastern Europe should be get the core role such as strong-small states among super power states as like Germany, France and UK through playing its part in European Parliament and Eurozone. Political economic powers of Eastern Europe will be strengthened through European Parliament.
