영문 초록

This paper is about the New Fishery Agreement of Korea and Japan. While the Purpose of the agreement was to decide the EEZ(exclusive economic zone) of Korea and Japan, both countries had another territorial problem, Tok-do and the conflict between Korean and Japanese fishermen was seen to be difficult to resolve. Two countries had to deal with the EEZ during the negotiation to realize each country's interest, using some tactics, although they stood on the opposite viewpoints about the dominion of Tok-do. This paper investigated the process of the negotiation, focusing the move of the governments and statesmen of both countries from 1996 to 1998. First, I emphasized that, while Kim Young'sam administration showed passive attitude in concluding the agreement, insisting the dominion of Tok-do and did not compromise anything with the Japanese government, the Hashimoto Rutaro administration aggressively urged themselves to negotiate with the Korean government because the existence of the fishermen who pressured to do. Secondly, I investigated the amateur diplomacy by the congressmen from both countries instead of professional diplomacy by bureaucrats during the Kim Dae-jung administration and the Obuchi Keizo administration which were both eager to conclude the agreement. Especially, the Kim Dae-jung administration was positive to conlude the agreement, advocating the future oriented relationship with Japan. We can compare the policy making process of both countries and consider how the diplomatic strategy and tactics influenced the 'national interest' of them.
