지적측량 표준품셈 체감 및 가산계수의 개선에 관한 연구

국문 초록

지적측량수수료의 결정은 측량종목별 단가산출시 건설표준품셈의 기본품에 표준품셈 체감 및 가산계수들을 계상하여 산출하는 체계로 이루어져 있다. 이로 인한 이해부족으로 지적측량수수료 산출체계가 너무 복잡하고 어렵다는 주장과 지적측량수수료가 비싸다는 편견을 가졌던 것이 사실이다. 이에 따라 지적측량비용체계의 기초분석을 통해 지적측량 품셈의 체감 및 가산계수의 현황과 문제점을 파악하고 이에 대한 해결책으로 지적측량의 표준품셈 조사분석을 통해 면적계수, 등록계수, 지역구분계수, 연속지.집단지 필지체감계수, 경계복원점계수, 지가계수를 면밀히 분석하여 체감 및 가산계수에 대한 합리적인 개선안을 도출할 수 있었다. 그러나 표준품셈 가산 및 체감계수의 문제점에 대한 개선안을 제시하였다 하더라도 지적측량 품셈의 다양화에 따른 혼란스러운 부분이 남아 있어 이에 대한 품셈 단일화 연구가 필요한 것으로 연구되었다.

영문 초록

A cadastral surveying fee is determined within a system in which the basic construction in the standard of construction estimate is appropriated to sentiment and summing coefficients of the standard of construction estimate when costs per survey item are computed. However, due to a lack of understanding, it is true that there has been the assertion that the computation system of the cadastral surveying fee was too complicated to understand and the prejudice that fees were expensive as well. Thus, this study figured out current situations and problems about sentiment and summing coefficients of the cadastral survey estimate through the basic analysis of the expense system of the cadastral survey. As a solution to these problems, this study could draw a rational improvement scheme about sentiment and summing coefficients by thoroughly examining area coefficient, registration coefficient, regional classification coefficient, sequence estate․complex estate, lot sentiment coefficient, boundary restoration point coefficient, land value coefficient through the analysis of the standard of construction estimate of the cadastral survey. Although this study proposed a improvement scheme for the problem of summing and sentiment coefficients of the standard of construction estimate, there is still in a state of confusion due to the diversification of the construction estimate in the cadastral survey Therefore, future research should pay attention to the unification of construction estimate.
