유럽연합의 볼로냐 프로세스에 따른 한국 고등교육의 도전과제 탐색

국문 초록

본 연구는 유럽연합의 고등교육분야 개혁의제인 볼로냐 프로세스의 개념적 이해와 이에 따른 한국의 대 유럽 고등교육교류협력강화를 위한 도전과제를 탐색하는 것이다. 구체적 질문으로는 ‘한국의 학위 시스템은 볼로냐 프로세스에 부합하는가’, ‘교육환경과 연구수준은 어느 정도인가’그리고 ‘한국의 고등교육은 볼로냐 프로세스가 요구하고 있는 기준에 부합한 학위인정체제를 갖고 있는가’를 묻고 있다. 본 연구는 결론으로, 첫째, “유럽 고등교육 자격체계 및 질 보장 관리 평가 기준”을 미래적 고등교육의 규준으로 인식해야 할 것; 둘째, 볼로냐 프로세스에서 학위/학점체제의 기준을 제시하고 있는 ECTS의 학점이수 기준과 학년 당 이수시간수의 합치점을 찾아 개선할 것; 셋째, 국제사회의 교육과 연구의 질적 수준에 이를 수 있도록 재원의 확충 및 교수의 질적 확대를 꾀할 것; 넷째, 대학 교육과정의 모듈화와 함께, ECTS에서 중요하게 제기하고 있는 Diploma Supplement (DS), 즉 학위보조자료를 발급할 수 있는 시스템을 갖추도록 할 것; 마지막으로 볼로냐 프로세스에 따른 개혁의 방향과 목표의 실행을 위해 개별 고등교육평가원을 설립하는 것 등의 정책제언을 제시하였다.

영문 초록

The Bologna Process is a large-scale European reform process involving in a series of specific action plans in attempt to realizing “Europe of Knowledge” and “Europe of Social Growth” through the creation of European Higher Education Area(EHEA). This study is aimed at having a right understanding of the recent trend of European higher education through the Bologna model and examining its current and future implications on internationalization of Korean higher education. The utmost interest of the study lies in seeking for the renewed partnership between European and Korean higher education. In accordance with the purpose above, this study responds to these particular questions: First, is the degree structure of Korean higher education compatible with the Bologna design?; second, has the education and research climate of Korean universities been ripen enough to follow the quality assurance standards of the Bologna Process?; and third, what is the biggest challenge for current Korean system in qualification recognition of European degrees? To answer these questions, this study draws these five policy suggestions: First, to recognize the potential of “Quality Assurance in the EHEA” as the emerging international standard of future higher education; second, to find the common ground between current Korean credit system and European Credits Transfer System (ECTS); third, to expand research fund and upgrade the teaching force to meet the international standard of tertiary education and research; fourth, to prepare for the adequate system for future introduction of credit-module and Diploma Supplement (DS); and fifth, enhance the quality management through the establishment of the permanent system for quality assurance in higher education.
