서울시교육청 학교선택권 확대 정책의 실효성 분석

국문 초록

최근 우리나라에서는 교육수요자의 학교선택권에 관한 논의가 활발하게 전개되고 있다. 교육수요자의 학교선택권 보장에 있어서 미국은 오랜 역사와 풍부한 경험을 가지고 있다. 따라서 이 연구에서는 미국에서 운영하고 있는 학교선택권 정책 중에서 개방형등록제의 분석 준거를 활용하여 서울시교육청의 학교선택권 확대 정책 시행 첫해의 실효성을 분석하고 향후 발전 방안을 제안하였다. 이를 위해 미국 개방형등록제의 이론 검토 및 실효성에 관한 선행연구 탐색과 함께 실제 사례를 분석하여 분석틀을 설정한 후, 2010학년도 서울시교육청 고교선택제 지원 자료를 분석하였다. 주요 분석결과를 살펴보면 첫째, 교육수요자들은 서울시교육청 고교선택제도 참여에 소극적이었고 지역별 선호도 편차가 큰 것으로 나타났다. 둘째, 고교선택제에서 학교군 또는 자치구 간 활발한 교차 이동이 나타나지 않았다. 셋째, 특정 학교에 대한 교육수요자들의 선호가 편중된 것으로 나타났다. 이러한 분석 결과를 토대로 향후 서울시교육청 학교선택권 확대 정책에 필요한 시사점을 제시하면 학교군 및 지역 간 교차 이동 실현을 위한 전략, 지역 및 학교 간 경쟁력 격차를 최소화하기 위한 방안, 유사 정책과의 조화 등이 필요한 것으로 나타났다.

영문 초록

Although the empirical research for the school choice is not completed, policy makers have not waited for research findings. Among the various types of school choice, one widely recommended form of public school choice is open enrollment. Since the early 1990’s, Korean has attempted to adopt some form of school choice. Recently, Seoul metropolitan office of education is seriously considering school choice. The purpose of this study is to review school choice policy of metropolitan office of education and analyze the effectiveness of the operating cases of high school choice program 2010 using an examination lens from the US open enrollment perspective. Major findings from the study are as follows. First, parents and students showed the passive action in choosing schools. Second, parents and students tend to be remain in neighborhood schools. Third, parents and students showed the strong preferences for some schools. The school choice policy in Seoul metropolitan office of education needs to get more affirmative strategies for increasing students’ selection and mobility, decreasing the gap between schools and school districts, and according with the related policies.
