외국대학 유치정책 비교 분석

국문 초록

본 논문은 최근 외국대학을 활발히 유치하고 있는 한국, 싱가포르, 두바이 사례를 비교 분석하여 국내 외국대학 유치정책 개선에 필요한 시사점을 제공하는 데에 그 목적이 있다. 연구 결과, 3개국의 외국대학 유치정책은 목적과 방법 면에서 비슷한 점이 있었으나, 유치대학 선정기준과 지원 및 규제 측면에서 차이가 있었다. 각국은 외국투자 유치 등을 위해 국제적 명성도 등을 고려하여 외국대학을 유치하고, 유치 대학에게 각종 행․재정적 지원을 제공하는 공통점이 있었으나, 외국대학 유치를 위한 구체적인 선정기준에 있어서는 다소 차이가 있었다. 싱가포르와 두바이는 자국 고등교육체제와의 상보관계, 산학협력 가능성을 강조하고 있는 반면에, 우리나라의 경우 외국대학의 명성 등이 주로 강조되고 있었다. 또한, 우리나라를 제외하고, 2개국 모두 영리대학과 과실송금을 허용하고 있었다. 연구 결과로부터 얻은 국내 외국대학 유치 정책에 대한 시사점은 다음과 같다. 첫째, 외국대학 유치의 시너지 효과를 높이기 위하여 경제자유구역내의 산학연 클러스터 구축과 긴밀히 연계하여 외국대학을 유치할 필요가 있다. 둘째, 국내 고등교육 시스템의 다양화에 기여하는 방향으로 유치 대학을 다변화할 필요가 있다. 셋째, 프로그램 질, 교육여건, 유학비용 등의 면에서 국내외 학생들에게 매력적인 글로벌 캠퍼스를 조성할 필요가 있다. 넷째, 외국대학 분교의 재학생을 보호하기 위해 외국대학 분교에 대한 ‘질 보장체제’를 도입할 필요가 있다. 마지막으로, 외국대학 유치의 타당성은 투자 유치, 해외유학수요 흡수 등의 ‘경제적 관점’에서만이 아니라, 국내 대학과의 상보성, 고등교육 발전에의 기여 등과 같은 ‘교육적 관점’에서도 검토될 필요가 있다.

영문 초록

This study aims to draw policy implications for the Korean government in attracting foreign universities by comparing cases of Korea, Singapore and Dubai. The results of the study show that these three countries are similar in that all of them have given top priorities to internationally well-known universities in attracting foreign universities and have offered various administrative and financial supports. However, they are different in that they have used different criteria in selecting foreign universities. Whereas Singapore and Dubai have chosen foreign universities which could complement their higher education system and also could collaborate with their industries, Korea has stressed the international reputation of foreign universities. The implications of these results for the Korean government are as follow. First, the government should closely link the attraction of foreign universities with industries and research institutions within free economic zones(FEZs). Second, it should double its efforts to attract non-US universities in order to improve the diversity of the Korean higher education. Third, it should help FEZs build global university campuses which could attract foreign students by offering high quality curriculum, dormitories and student services. Fourth, it should create a quality assurance system for foreign universities in order to protect the rights of students. Finally, the governmen should assess the validity of attracting foreign universities from an educational perspective as well as an economic one.
