지역평생교육 사례로서의 일본공민관제도의전개과정과그특질에관한연구

국문 초록

세계화의 대안으로 제시되고 있는 지방화와 지역분권화, 그리고 이를 이끌어 갈 성숙한 시민사회의 성장을 위해서는 지역평생교육의 힘이 절실히 요구된다. 일찍부터 지역평생교육에 많은 관심을 기울여온 세계 각국과 비교해 볼 때 한국은 그 제도 운용에 있어 아직은 초보적 단계라 할 수 있으며 관련연구에 있어서도 프로그램이나 기관운영 활성화 방안 등의 연구가 대부분으로 매우 미시적인 관점을 보이고 있다. 본 연구는 이러한 한국 지역평생교육에 대한 시사점을 얻고자 60여년의 역사를 지닌 일본 공민관 제도의 전개과정과 그 특질을 분석함과 동시에 몇 가지 논의점을 도출하였다. 일본 공민관 제도의 특질은 다음 네가지로 정리된다. 첫째, 공민관 제도는 사회적 유기체로 기능해 왔다는 점, 둘째, 제도화 과정에서 ‘권력이론’을 읽을 수 있다는 점, 셋째, 제도 운용에 있어 ‘복지모형’과 ‘시장모형’이 혼합되어 나타났다는 점, 넷째, 시대별로 공민관 내의 평생교육활동의 성격이 변화해왔다는 점이다. 이러한 특질 분석을 통해 평생교육 제도와 이념과의 관계, 평생교육 제도화 과정상에 나타나는 ‘권력이론’의 시사점, 지역평생교육의 주민자치적 성격과 학습자의 사회참여, 그리고 국가 경제와의 상관성에 대한 논의점을 제시하였다.

영문 초록

The present study aims to explore the characteristics of Japanese Kominkan - civic cultural center - system which has over 60 years long history, and to examine the direction of Korean lifelong education for the development and growth of localization and civil society as an alternative to globalization. The characteristics of Kominkan can be summarized as follows: First, Kominkan has a close influence mutually with environmental factors and vice versa functioning as the organization for social stability and maintenance. Second, 'Power Theory' by central government or local municipalities is always influencing on big issues such as establishment of laws and staff reassignment and so on in the development process of Kominkan. Third, Kominkan system has a mixed character of welfare model and market model. Fourth, the programs and the educational activities, which are being held at Kominkan facilities, have the mixed character of general experience learning and general lifelong education. This study makes the following suggestions for Korean lifelong education: First, we should make it firm the recognition and direction to the value and the ideology, which established the system, considering the attribute of the system reacting promptly to the environmental factors. Second, the members, considering the power theory, which affects in the process of making system, should make the consensus to the principle by themselves. Third, as we are in the critical economic situation, we should form the local resident self-governing lifelong education system, which cause active participation of the learners (citizens) to the society urgently.
