국문 초록

이 연구의 목적은 안정기에 접어든 지역교육네트워크가 지속적으로 성장하고 진화해나가는 과정을 분석하는 데에 있다. 이에 따라 본 연구는 네트워크 형성 초기과정에 초점을 맞추고 있는 대부분의 선행 연구와 달리 네트워크 형성 이후의 단계에 초점을 두었다. 분석 사례로는 네트워크 활동의 역사가 깊고, 현재까지도 꾸준히 활성화되고 있는 노원 교육네트워크를 선정하였다. 심층 면담자료 및 1, 2차 문헌자료 등을 분석한 결과, 노원네트워크에는 다음과 같은 학습과정이 작동하고 있음을 발견하였다. 우선, 네트워크 구성원들이 초창기부터 자발적 가난과 자활, 조직적 개방성과 유연성의 정신적 DNA를 공유하고 있었으며, 이는 핵심리더의 실천을 통해 모델링(modeling), 코칭(coaching), 멘토링(mentoring) 등의 형태로 네트워크 구성원 개개인에게 전이되고 있었다. 이러한 과정속에서 구성원들은 네트워크 전체가 지향하는 핵심가치와 개인의 삶의 의미를 일체화함으로써 네트워크의 지속적인 참여에 필요한 에너지원을 얻고 있었다. 또한, 노원네트워크에는 구성원간의 눈덩이 피드백을 통해 네트워크 활동과정에서 생성된 지식과 정보가 심화되고, 조직내에 축적되는 선순환 과정이 작동하고 있었다. 이러한 특성을 가진 노원 사례는 네트워크 내에서 개인의 학습과 조직의 학습이 서로 맞물리며 전환하는 매개고리와 이를 구체화된 형태로 실현하는 방안을 제시하고 있다는 점에서 그 의의가 크다고 할 수 있다.

영문 초록

This study aims to analyze the process by which a regional education network has evolved over time. This case study is based on the Nowon Education Network (NEN) which has a long tradition of providing disadvantaged students with educational welfare services. For the analysis, both semi-structured interviews of 14 people involved in NEN and in-depth reviews of related documents were conducted. The results of the study reveal that NEN has a 'learning algorism' which not only encourages its networkers to pursue learning through various tasks, but also transforms itself into a learning network organization. The networkers has shared THE so called 'mental DNA' which enabled them to pursue a life of voluntary poverty and self-support at the individual level as well as a culture of openness and flexibility at the organizational level. The mental DNA has been transferred from existing networkers to new ones through modeling, coaching, and mentoring. This organizational learning process has made it possible for these networkers to connect their personal values with the organizational vision of NEN and thus has enabled them to commit themselves to NEN. The process also has enabled NEN to become a learning organization in which the information and knowledge created within itself is value-added through a 'snow ball feedback process' and thus becomes a 'network-level knowledge asset.' In sum, the NEN case clearly indicates that individual learning and organizational learning within a network can be closely connected, and therefore a network can function as a learning organization. This result sheds light into the nature of network-level learning which can be crucial for the survival of education networks.
