글로벌 네트워크 구축의 관점에서 본 재일한인 사회의 현안과 정책적 과제

국문 초록

냉전이 붕괴된 1990년대 이후 한국정부와 사회의 재외한인에 대한 관심이 갑자기 높아졌다. 한국정부는 재외동포재단을 설립하는 등 재외한인에 대한 체계적이고 다양한 지원을 위해 노력하기 시작하였다. 이들 정책 중에서도 특히 관심을 모우고 있는 것이 한상네트워크 등의 재외한인 네트워크 구축 사업이다. 하지만 재외한인 사회의 기반이 될 수 있고 재외한인 사회 활성화의 매개가 될 수 있는 일반 재외한인을 대상으로 한 글로벌 네트워크 구축은 여전히 답보 상태에 머물러 있다. 이 논문은 일반 재일한인 특히 재일한인 청소년을 대상으로 한 글로벌네트워크의 중요성에 대하여 되새겨보고 어떠한 형태의 네트워크가 현실적으로 필요한 지에 대하여 고찰하는 것이 목적이다. 한국정부의 재일한인에 대한 정책적 방기(放棄), 일본정부의 동화정책과 사회적 차별, 재일한인 사회의 분열, 민족 교육의 부족, 동포 간 교류 부족 속에서 재일한인은 일본사회 속으로 동화되어 가고 있다. 이러한 현실 속에서도 재일한인 청소년의 한국에 대한 관심은 높고, 한인으로서의 높은 자긍심을 가지고 살고 있으며, 한국청소년과의 직접적인 교류를 원하고 있다. 따라서, 우선 재일한인 청소년간의 교류를 확대할 수 있는 일본 국내에서의 재일한인 청소년간의 네트워크가 구축되어야 할 것이다. 둘째는 재일한인 청소년들이 희망하고 있듯이 한국청소년과의 직접적인 교류를 확대해 나갈 수 있는 네트워크 구축이 과제라고 할 수 있다. 현재 재일한인 청소년의 모국초청 등의 다양한 행사가 있기는 하나, 단순히 한국사회를 견학 시키는 일방적 교류가 아니라, 한국에서의 단기 체류, 유학, 한국청소년과의 다양한 활동을 통해 한국청소년과 상호적인 교류를 할 수 있는 다양한 형태의 네트워크가 필요하다. 그리고 이들 네트워크의 구축에는 재일한인 사회의 종교적 특성, 한국어 구사 능력, 한국에 대한 지식 부족 등의 현실이 충분히 고려되어야 할 것이다.

영문 초록

Since 1990s, when the Cold War was over, the Korean government and society’s interests in overseas Koreans have grown rapidly. The Korean government has started to make efforts to provide overseas Koreans with systematic and various support with measures such as establishing Overseas Koreans Foundation. Among those policies, the policy that is getting the most attention is the project to establish overseas Koreans network such as Korean Economic Network. However, the establishment of Korean global network which can be the foundation and the means of revitalizing the overseas Koreans society is still in a stalemate. The purpose of this study is to ruminate over the importance of Korean global network for general overseas Koreans especially the overseas Korean juveniles and examine what type of network is necessary in realistic aspect. The Korean residents in Japan are assimilating into the Japanese society because of the political abandonment of Korean government, the assimilation policy and social discrimination by the Japanese government, disunion of the society of Korean residents in Japan, lack of national education and insufficient exchange between the compatriots. Even in this situation, the Korean juveniles in Japan have high interests in Korea, pride as Koreans and they want direct exchange with Korean juveniles in Korea. Therefore, a network between the Korean juveniles in Japan should be established which will increase exchanges between the Korean juveniles living in Japan. Second, as Korean juveniles in Japan are hoping for, the network between Korean juveniles in Japan and Korea should be established. Even though there are various events such as inviting the Korean juveniles in Japan to their home country but it is just an one-sided exchange that helps them visit the Korean society. What we need are various networks for them to have mutual exchanges with Korean juveniles in Korea by short-period stay, studying in Korea and engaging in various activities with Korean juveniles. In addition, the establishment of these networks should be realistic by considering the religious characteristics of Korean residents in Japan, their Korean language ability and lack of knowledge about Korea.
