국문 초록

1991년 12월 소련의 공식적인 소멸과 함께 우크라이나는 탈 소비에트 공간에서 독립된 국제관계 행위주체로 세계무대에 새롭게 등장한다. 독립 이후 우크라이나의 대외정책은 크라프추크 대통령, 쿠츠마 대통령, 유센코 대통령으로 이어지는 집권 기간 동안 ‘탈러접서’(脫露接西) 노선, ‘반러친서’(反露親西) 노선, ‘친러반서’(親露反西) 노선, ‘탈 러친서’(脫露親西) 노선으로의 변증법적 진화과정을 거쳤다. 여기서 확인할 수 있듯이, 지난 18년 동안 우크라이나의 외교노선은 대내외적 환경 변화에 따라 넓은 스펙트럼으로 반(反)/탈(脫)/친(親)/용(用) 러시아 및 서구의 조합을 반복해 왔다.우크라이나의 대외정책에 변화를 초래한 요인들로 정치권 내부의 권력투쟁, 통치자의 사적 정권유지 노력, 국가의 발전방향을 둘러싼 국론분열, 서구정치경제체제로의 편입을 향한 우크라이나의 적극적 열망,우크라이나의 잦은 외교노선 수정에 따른 서구의 불신, 러시아의 과도한 우크라이나 ‘길들이기’ 등 다양한 수준에서 설명이 가능하다.하지만 우크라이나의 대외정책 변화에 가장 일관되게 큰 영향을 준 핵심 동학이라고 한다면 무엇보다도 우크라이나를 둘러싼 미ㆍ러간 치열한 세력 경쟁을 지적할 수 있다. 이는 우크라이나가 탈 소비에트 공간에서 형성된 여타 신생국들과는 달리 미․러의 이해관계가 가장 민감하게 그리고 직접적으로 교차하는 지정학적 공간이라는 사실과 관련이 있다. 미국에게 우크라이나의 포섭은 러시아의 제국적 부활을 억제하면서 나토의 세력권 확대를 보장해줄 뿐만 아니라, 막대한 에너지 자원의 보고(寶庫) 카스피해 연안지역에 대한 접근을 용이하게 해준다. 역으로 러시아의 입장에서 우크라이나의 슬라브 공동체로의 유인은 나토의 동진팽창을 차단하는 ‘방역선’(санитарный кордон)이자 중․동부 유럽지역에 대한 영향력 확장의 ‘징검다리’이며, 흑해와 CIS지역에 대한 헤게모니 장악의 필수불가결한 전제조건이다. 요약하면 우크라이나는 미국과 러시아 모두의 관심을 흡인하는 지정학적 ‘만유인력’(萬有引力) 지대인 관계로 집중적인 외교적 공략 대상이 된다. 미국으로 대표되는 서방과 러시아간 치열한 세력 각축 속에서 우크라이나의 대외적 운신은 ‘동’과 ‘서’ 사이에서 항상 쉽지 않은 상태이다. 탈 소비에트 권력 진공지대인 동쪽을 향해 세력권을 확대하려는 EU 및 NATO와 이를 저지하려는 러시아로부터 동시에 가해져 오는 다양한 압력과 회유에 항상 노출되어 있기 때문이다. 따라서 우크라이나의 대외정책은 국내적 환경뿐만 아니라 외부적 조건에 따라 언제든지 변동이 수반될 수 있는 취약성을 내포한다. 1991년 독립이후 지난 18년 동안 친러와 반러, 친서방과 반서방 등 결과의 진폭이 큰 우크라이나 대외정책의 진화 과정이 이를 상징적으로 보여준다.

영문 초록

This paper aims to examine how Ukraine's foreign policy has evolved since its independence in 1991, to identify key factors that have shaped and changed its foreign policy, and to analyze what foreign policy alternatives Ukrainian leaders have chosen to deal with the changing domestic and international circumstances, from multiple-dimensional perspectives. Ukraine's foreign policy has featured a changing combination of different approaches toward Russia and the West : taking hostile positions, alienating itself from them, favoring them or utilizing them as the country sees fit. Changes in Ukraine's foreign policy have been triggered by a wide variety of factors on multiple fronts: power struggles in domestic leadership, attempts of rulers to stay in power, divided opinions over the direction of national development, an ardent desire for integration into the political economy of the West, the West's distrust due to frequent changes in its foreign policy, and Russia's undue attempts to "tame" Ukraine or keep the country under its control. However, the key driver that has constantly tipped the scale of its foreign policy is the fierce power struggle between the U.S. and Russia over Ukraine. Politically stranded between the East and the West, Ukraine's room for maneuver in international relations has never been large enough and its foreign policy is marked by a constant struggle to keep a fragile balance between the US-led West and Russia fiercely vying for greater influence over Ukraine and to best safeguard its national interests. The country has been exposed alternately to carrots and sticks dangled by the EU and NATO on one side aggressively marching eastward to expand their influence in Ukraine, a power vacuum newly created in the post-Soviet era, and Russia on the other side trying to thwart their expansionary efforts. As such, its foreign policy remains quite vulnerable to and subject to change, depending on external circumstances as well as domestic conditions. And a review of how its foreign policy has evolved over the past 18 years since its independence clearly reveals such vulnerability.
