교육 민주화의 재음미

국문 초록

이 글은 교육의 민주화가 교육계의 중심 화두에서 밀려나고 있는 시점에서 교육민주화의 실현 정도를 교육제도의 민주적 통제라는 관점에서 점검해 보았다. 교육제도의 민주적 통제는 거시적 차원에서는 교육제도에 대한 국가의 통제권을 지방과 주민에게 분산하는 것을 내용으로 한다. 그것은 단위학교 차원에서는 다양한 의사수렴기구들을 설치․운영함으로써 학교구성주체들에게 학교운영에 대한 의사결정에 참여시키는 것을 뜻한다. 보다 정형에 가까운 지방교육자치제의 실시는 중앙의 권한을 지방에 이양함으로써 교육제도 운영에 대한 국가의 통제권을 지방으로 분산하고, 교육위원과 교육감의 주민직선을 통하여 교육제도에 대한 지역주민의 권한을 강화시키고 있음을 확인할 수 있었다. 그러나, 현재보다 중앙의 권한이 지방으로 이양되고, 지역주민들의 교육제도 운영에 대하여 보다 많은 관심을 가져야만 교육제도에 대한 지방과 주민의 통제권이 실현될 수 있음을 알 수 있었다. 단위학교에 학교운영위원회를 비롯하여 다양한 의사수렴 및 결정기구들을 설치하여 운영하는 것은 단위학교 수준에서 학교장 중심 학교운영구조를 열린 운영구조로 전환하고, 학교구성주체들의 참여를 통한 의사결정을 함으로써 교육민주화를 어느 정도 실현하는 데 기여하고 있음을 확인할 수 있었다. 그런데, 단위학교 수준에서의 민주화가 보다 더 진전되기 위해서는 학교단위 책임경영제가 보다 확대되고, 학교운영위원회 중심 의사결정체제가 자리 잡음으로써 열린 운영구조가 공고화되며, 학교운영에 관한 정보가 공개․공유되어야 하고, 학교 구성주체들의 역할수행능력이 제고되어야 함을 알 수 있었다. 끝으로, 교육민주화가 교육계의 중요한 화두가 되기 위해서는 교육 민주화를 보다 더 진전시키는 것이 교육의 질 향상에 도움이 됨을 증명하는 것이 필요함을 지적하였다.

영문 초록

This paper aimed at re-examining realization level of democratization of educational administration and school management since 1980s. The democratization of educational administration is to transfer control power over education from central government to local government by local autonomy system. It enables citizens to participate at educational policy-making and change their educational board members and superintendents by vote. But the authentic democratization of educational administration requires that citizens should be more interested in local level educational administration than the past and the empowerment to local government should be expanded in the case of organizations, personnel administration, and finance. The democratization of school management means to transform principal-centered closed school management system to stake-holders centered open school management system. It enables parents and teachers participate at school level decision-making by school council. It helps principals make good decisions about important things in relation to school management. It makes school community members learn to listen to others and collaborate with each others. But the authentic democratization of school management requires that open decision-making system at school level should be consolidated by improvement of school council and important informations related to decision-making should be opened and distributed to school community members. Also, school community members should learn and enhance various capabilities to perform their role such as knowledges about schooling and educational reform, and should have positive attitude as important stake-holders.
