지방교육재정 특별교부금의 운영 실태와 개선방안

국문 초록

본 연구는 지방교육재정 특별교부금의 운영 실태와 문제점을 살펴보고 개선 방안을 모색하기 위해 추진되었다. 특별교부금은 내국세 20%의 100분의 4로 확보되며, 국가시책수요, 지역교육현안수요, 재해대책수요를 지원하기 위해 재원을 교육청에 교부한다. 이와 같이 교부되는 특별교부금은 교부금의 목적과 사업대상이 분명하지 않고, 사업비의 규모가 과다하며, 지원시기가 적절하지 않고, 집행과정이 국회의 심의를 거치지 않는 등의 문제가 제기되고 있다. 이를 개선하기 위해 특별교부금의 사업목적과 대상을 특별교부세와 같이 분명히 하고, 교부규모도 100분의 4에서 1000분의 25로 축소하며, 교부시기도 재해대책비를 제외하고는 6월 이전으로 확정해야 한다. 집행과정도 국무회의의 의결을 거쳐 교부하고, 집행된 결과를 국회에 보고하여 심의를 받아야 할 필요가 있음을 제언하였다.

영문 초록

This study analysed the special grants for local education. The Korean government has the special grants to do the governmental educational policy, to support the special need for local education and to allocate the budget for the provincial office which has the natural disaster. The special grants have had such problems as not having the concrete object for national educational policy funds, the inadequate funds, the improper allocating date, and the distributing process. The following ideas was suggested to solve the above problems. Firstly, The aims and objects of the special grants should be cleared. As the aims of the special grants are identified broadly, their purposes have not achieved clearly. Secondly, as the amount of money allocated to the special grants is too large this will be decreased from 4/100 to 25/1000. Thirdly, the allocating date will be fixed earlier than July 1. The date for special grant is very important to spend the grant properly. Fourthly, when the government distributes the grants to local educational offices it have to keep the proper processes such as the cabinet agreement and the parliamental consideration.
