국문 초록

이 연구는 내부수익률법을 활용하여 대학의 전공계열별 개인적 수익률 및 사회적 투자수익률을 산출함으로써 고등교육 재정정책의 개선을 위한 정책적 과제를 제시하는 것을 목적으로 하였다. 분석 결과, 남자 대졸자의 사회적 투자수익률은 5.77%이며, 의약 9.60%, 교육 7.88%로 수익률이 높게 나타났다. 여자 대졸자의 사회적 투자수익률은 6.05%이며, 의약 9.43%, 교육 8.98%로 나타났다. 한편, 남자 대졸자의 개인적 투자수익률은 6.65%이며, 의약 11.05%, 교육 8.95%로 나타났다. 여자 대졸자의 개인적 투자수익률은 7.38%이며, 의약 11.79%, 교육 10.53%로 나타났다. 이상의 분석결과는 대학의 계열별 직․간접교육비, 투자수익률을 고려하여 고등교육재정 투자의 우선순위를 결정하고, 계열별 등록금 및 장학금 수준의 적정화 및 차등화, 학자금 대출의 계열별 차등 지원, 대학 통합공시지표 항목 등에 관한 정책적 개선이 필요함을 시사한다.

영문 초록

The purpose of this study was to explore the suggestions for improving financial policy in higher education through estimating social and private rate of return to higher education by using Internal Rate of Return. Male college graduates' social rate of return were 5.77% and those in the medical were 9.60%, those in the education 7.88%. Female college graduates' social rate of return were 6.05% and those in the medical were 9.43%, those in the education 8.98%. Meanwhile, Male college graduates' private rate of return were 6.65% and those in the medical were 11.05%, those in the education 8.95%. Female college graduates' private rate of return were 7.38% and those in the medical were 11.79%, those in the education 10.53%. These finding indicate that it is necessary for policy improvements such as deciding priority of investment to higher education considering direct, indirect expenditures and rate of return to higher education by major, expanding investment to engineering, optimizing and differentiating level of tuition and scholarship, differentiating support for school loan depending by major.
