가계의 사교육비 지출 규모와 영향요인 분석

국문 초록

본 연구는『가계동향조사』자료(2003-2008)를 사용하여 가계의 사교육비 지출규모를 추계하고, 토빗모형으로 가계의 경제적 특성이 사교육비 지출에 미치는 영향을 분석하였다. 분석결과 가계의 사교육비 부담이 크게 증가한 것으로 나타 났다. ‘가계 총소비 중 사교육비의 비중’이 9.4%(2003)에서 14.0%(2008년)로 증가했고(1998-2003년 경우 7.2%에서 9.8%로), ‘가계의 총교육비 중 사교육비의 비중’이 65%로(2008년, 2003년: 43.9%) 높아졌으며, ‘소득 대비 사교육비 비중’은 중간 소득 계층에서 더 빠르게 증가하였다. 또 가계의 사교육 소비는 전체소비지출 변화에 탄력적으로 반응하는 사치재의 특성을 보이며, 자산효과(wealth effects)에 따른 사교육비 지출격차가 발생하는 것으로 나타난다.

영문 초록

This study estimates the amount spent on private tutoring by Korean households and examines the effect of the households' economic characteristics on the amount, using the Korea National Statistical Office's 'Household Income and Expenditure Survey' for the period 2003-2008. Estimation results indicate that private tutoring expenditure(EPT) of households with school-age children has increased more rapidly during the period compared with the earlier period between 1998 and 2003. EPT as a share of total consumption expenditure has increased by 5.4%p (from 9.4% in 2003 to 14.0% in 2008) as compared with a 2.7%p increase between 1998 and 2003. The share of EPT in total educational expenditure has also risen to 65% in 2008 from 44% in 2003. And the ratio of EPT to total income has increased more rapidly among the middle-income households than high-income households. According to tobit analysis, the elasticity of private tutoring to total expenditures is about 2~3, which implies that private tutoring expenditure is similar to consumption of luxury goods, for it tends to fluctuate significantly with changes in consumption. Also, a consumption gap in household expenditure on private tutoring exists due to wealth effect.
