국문 초록

본 연구는 2000년대 초반 우리나라 가계자산의 분배 실태와 특징을 분석하고 가계자산 불평등도를 분해하여 가계자산 불평등도 결정요인을 밝히고 그 정책적 함의를 제시한 것이다. 2006년 순자산의 불평등도는 지니계수로 0.660이었으며, 자산불평등도 분해한 결과에 의하면 가계자산의 불평등도는 주로 부동산 분배의 기여율은 금융자산의 기여율보다도 대략 6~7배 정도 더 컸다. 그리고 가계자산 불평등도의 변화도 주로 부동산 불평등도와 그 변화에 의하여 결정되고, 특히 2000년대 초반 토지 분배의 영향력과 중요도가 높아진 것으로 나타났다. 이처럼 가계자산의 불평등도의 주요 결정요인이 부동산 분배이므로 부동산 분배의 불평등을 개선하기 위한 정책이 지속적으로 추진되어야 할 필요성을 시사해준다.

영문 초록

This paper describes the composition and distribution of household wealth, and analyses determinants of wealth inequality in Korea using the raw from two national household surveys conducted in 2001 and 2006. The principal wealth concept used here are net wealth, which is defined as the difference in value between total assets and total liabilities. The main findings are the following. First. This analysis indicates that the wealth distribution in Korea as a whole became much more unequal in 2006 than it was in 2001. The inequality of net wealth estimated as Gini coefficient is 0.6293 in 2001, 0.6603 in 2006. Inequality of real estate(0.6927) is greater than financial wealth(0.6102) in 2006, particularly Gini of land value is the highest as 0.869. Second, the share of net wealth held by the top 20%(as ranked by net wealth) is 64.1% in 2001, 68.3% in 2006, but the concentration of land and building is 81.7%, 95.49% in 2006. Third, the decompositions of inequality indices show that a great deal of household net wealth distribution was determined by real estate distribution, which have contributed more 90% for net wealth inequality.
