국문 초록

이해당사자 기반 평가는 주요 이해당사자들의 다양한 평가 관점을 반영하는 평가로서, 각 이해당사자 집단의 주된 관심에 근거하여 평가계획 수립, 평가지표 개발, 평가자료 수집, 평가결과 보고 등이 이루어지는 평가이다. 이 연구는 이해당사자 기반 평가 방식을 u-러닝 연구학교 프로그램을 평가하는데 적용한 것이다. 이를 위해 먼저 이해당사자 기반의 평가 방식에 대해 구체적으로 논의한 다음, 이해당사자를 크게 4집단(교사, 학생, 전문가, 교육당국)으로 구분하고 각 이해당사자 집단별로 u-러닝 연구학교 프로그램을 평가하기 위한 평가지표를 개발하였다. 개발한 평가지표를 활용하여 이해당사자들이 실제로 u-러닝 연구학교 프로그램을 평가하였다. 그 결과 이해당사자 집단에 따라 전체 프로그램 평가결과가 다른 것으로 나타났으며(F=11.81, p<0.001), 그 중 교육당국의 평가점수가 가장 높은 반면, 교사의 평가점수는 가장 낮은 것으로 나타났다. 이러한 결과는 특정 교육프로그램을 종합적이고 균형 있게 평가하려면 해당 프로그램의 다양한 이해당사자들이 적정한 비율로 평가에 참여하도록 하는 것이 중요함을 시사한다.

영문 초록

The stakeholder-based evaluation is an evaluation model that reflects main stakeholders' perspectives on a program, where all the evaluative processes including establishing evaluation plans, developing evaluation indicators, collecting evaluation data, reporting evaluation results are based on each stakeholder group's concerns. This study evaluated the U-learning Pilot School Program based on various stakeholders' perspectives. The stakeholders of the U-learning Pilot School Program are divided into 4 groups (teacher, student, professional, and educational authority) and the evaluation indicators were developed for each stakeholder group. Each stakeholder group evaluated the program by themselves based on their own evaluation indicators. As a result, the evaluation scores are significantly different among 4 stakeholder groups (F=11.81, p<0.001). While the educational authority group gives the highest score, the teacher group gives the lowest score. This finding suggests that various stakeholders should take part in the educational program evaluation for the comprehensive and balanced evaluation.
