국문 초록

양항정책이 1980년대 중반 정부정책으로 도입된 이후 정책결정과 집행의 타당성을 놓고 하계와 업계에서는 끊임없는 논란이 벌어지고 있다. 이는 양항정책에 내재되어 있는 성장과 분배라는 상충된 목표에서 비롯된 측면이 강하다고 할 수 있다. 본 연구는 상관관계 분석을 통해 양항정책에 내재된 성장과 분배 측면을 분석하고, 성장과 분배 목표 중 분배가 성장보다 훨씬 집행가능성이 높다는 결과를 얻었다. 양항정책은 부산항과 광양항을 동북아 물류중심지로 육성한다는 성장지향적인 산업정책이지만 실제 집행과정에서는 분배 측면을 우선시하고 있는 것으로 해석할 수 있다.

영문 초록

The two-port policy is a strategy making Busan and Gwangyang ports logistics hubs so as to meet the growth of container traffics in the Northeast Asia and port development strategies of each country in the region. However, the two-port policy has caused many debates due to the conflicting goals of growth and distribution which are inherent in the policy. This paper reviews the contradictions of growth and distribution aspects in the two-port policy as an industrial policy by using correlation analysis. The results of analysis show that a distribution aspect of the policy is more feasible than a growth aspect. Although the two-port policy is a growth-oriented industrial policy to foster Busan and Gwangyang ports as logistics hubs in the Northeast Asia, this paper comes to the conclusion that it gives priority to a distribution aspect.
