국문 초록

무역의존도가 높은 우리나라의 경우 대부분의 수출입이 항만을 통하여 이루어지고 있다. 그러나, 항만 시설 능력을 초과한 수요증가로 선박 체선 및 항만 적체가 발생되어 직·간접적으로 심각한 문제점이 초래되고 있다. 항만 체선의 피해 당사자는 선사와 화주이지만 종국에는 항만당국 및 국가의 경제적 손실로 연결된다. 체선문제를 해결하기 위해서는 단기적으로는 선사와 화주가 지속적으로 운영프로세스를 개선하여야 하며, 장기적으로는 항만투자와 배후산업 기능 확대 및 운송연계에 대한 효율적인 운영이 이루어져야 한다. 또한 항만당국 또는 정부가 지속적인 관련 정책을 수립하여야 한다. 본 연구는 이러한 체선현상에 대한 원인과 실태를 파악하여 효율적으로 체선을 관리할 수 있는 방안을 제시하고자 한다.

영문 초록

As Korea market is highly dependant on foreign trade, the most of goods for international trade is transported by seaport. However, the ship demurrage and the port congestion is brought out by surplus demand of harbor capacity in Korean ports. These situations result in serious problem in inbound and outbound trade whether direct or not. Shippers and shipowners or characters must assume loss by vessel demurrage in port at firsthand but the port congestion is also the national issue because it can have a bad effect on port authorities or government's economical benefit. In order to solve this issue more clearly, short term and long term view's solutions must be prepared together. In short term, there must be improvement of the operation process by both shippers and shipowners or charterers in shipping schedule and vessel movement and laytime. Also in long term, there must be port investment and development of hinterland of ports and effective combination of transport modes by port authority or government. Moreover port authority or government have to establish a continuos national policy on port investment to prevent the port congestion. The purpose of this paper is to suggest the optimized management process regarding the vessel congestion and demurrage circumstance by understanding current situation of port congestion and finding the factors which influence the port congestion.
