국문 초록

지난 20년간 지방정부의 국제관계와 관련된 사업에 대한 여러 가지 더욱 혁신적인 업무는 그 성과에 대한 인지도를 증가시켜왔다. 과거 역사적으로 외교정책에 대하여 강경책을 고수해왔던 미국의 외교는 여전히 중앙정부의 권한으로 유지되고 있다. 그러나 시대의 변화는 필수불가결하게 새로운 수요와 기회를 창출하여 국제무대로의 다양한 정치적 역할과 영역-정치, 경제, 문화, 환경보호 등에서 연방정부와는 별도의 독립적인 역할을 발전시켜 온 것이다. 본 논문에서는 과거 미국의 지방정부의 역할과 그 운영 시스템의 고찰을 통해서 어떻게 지방정부가 정치와 경제에 있어서 외교적인 역할을 담당해 왔는지 고찰해보고, 중앙정부와 지방정부간의 협력체제가 지역경제발전에 미치는 영향에 대해 분석해 보았다.

영문 초록

Over the past two decades, there has been a growing recognition that subnational actors are playing an increasingly energetic role in foreign affairs. The once robust notion that U.S. foreign affairs rests solely within the purview of the central government has become a relic of a bygone era. States, in particular, both out of necessity and as a result of new opportunities, have stepped onto the international stage in a variety of policy areas - including economics, environmental protection, politics and culture - not as stand-ins for the federal government, but as sovereign actors with their own unique role to play. Using Event History Analysis, this study draws on general policy adoption and diffusion theory to provide a systematic quantitative analysis of subnational adoption of international economic development (IED) policy. The results of this analysis provide important insights into the key determinants of subnational adoption of international economic development policy.
