국문 초록

  본고의 목적은 특별회계ㆍ기금 운용 및 정비의 바람직한 대안을 모색함으로써 재정지출의 효율성ㆍ투명성을 제고하기 위한 정책개선방안을 종합적으로 제시하는 데 있다. 특별회계ㆍ기금 체계의 장기적 개편방향은 ‘일반회계 + 특별회계 + 연금ㆍ보험기금’ 체계이다. 공공여유자금의 통합적 활용을 제고하고, 재정융자는 이차보전을 위한 재정보조로 전환해야 한다. 우체국예금ㆍ보험 사업은 민영화해야 한다. 신용보증기금과 기술신용보증기금의 통폐합을 추진해야 한다. 물이용부담금 중 중앙정부 분을 환경개선특별회계에 귀속하는 방법으로 수계관리기금들을 정비해야 한다. 국민건강보험기금을 신설하고, 수익자부담원칙에 맞지 않는 국민건강증진기금은 존치를 재검토해야 한다. 군인복지기금과 군인연금기금을 통폐합하고, 관광진흥개발기금의 국외여행자납부금을 폐지해야 한다. 교통시설 특별회계, 국유재산관리특별회계, 재정융자특별회계의 폐지 방침은 재검토되어야 한다. 국가균형발전특별회계는 존치 문제를 재검토해야 한다.

영문 초록

  The purpose of this essay is to suggest some comprehensive policy directions on the government"s special account and fund system reform to enhance the efficiency and transparency of fiscal policies, based on some institutional and behavioral analyses on the fiscal operation and system in Korea. We believe that the fiscal system in the long-run should be that of "general account + special account + pension/social insurance fund" The consolidated management of some surplus public money should be strengthened. The fiscal loan should be substituted by subsidies for interest-rate gap. We suggest privatization of the Postal Deposit and Insurance system. The Credit Guarantee Fund and the Technology Credit Guarantee Fund should be consolidated, and 4 River Management Funds should be restructured by dividing each fund into central and local operating funds. The National Health Insurance System should be converted to a government fund system. We need to reinvestigate the operation of the National Health Promotion Fund to which the Benefit Principle can not be applied. The Military Pension Fund and the Military Welfare Fund should be consolidated. We have to abolish the compulsory charges levied on abroad travelers which are sources of the Tourism Promotion and Development Fund. We need to reconsider the abolishment of the Transportation Facilities Special Account, the National Property Management Special Account, and the Fiscal Financing Special Account. We need to reinvestigate the operation of the Balanced National Development Special Account.
