국문 초록

  본 논문에서는 한국형 EITC 제도 도업을 통해 국민기초생활보장 대상자 중에서 근로능력자를 흡수하고 기존 소득세 체계와 결합할 것을 주장하고, 이에 따른 계층간 분배효과 근로에 미치는 영향 그리고 재정소요액 둥을 정책모의설험을 통해 추정하였다. 그 결과 면세점 인하와 연계된 EITC제도의 도입은 예산비용의 부담을 완화시킬 수 있고 소득분배를 개선시킬 수 있음을 확인하였다. 특히, 국민기초생활보장제도의 생계급여 및 주거급여를 현행의 50%로 축소하여 적용할 경우에도 EITC제도의 도입을 위한 재정적인 여력이 발생할 뿐만 아니라, 면세점 인하로 인하여 발생하는 세수 증가분으로도 EITC제도 도입을 충분히 감당할 수 있다는 사실을 확인하였다. 한국형 EITC 제도 도입의 구체적 추진 계획은 소득파악과 행정체계 구축을 중심으로 논의하여, 저소득층의 소득파악은 초기에는 기존의 과세자료를 충분히 활용하되 새로운 소득관련 자료를 체계적으로 축적해 가는 과정이 필요함을 강조하였다. 보다 구체적으로는 소규모 사업장에 고용된 근로자, 특히 비정규직 근로자에 대한 원천징수관리를 국세행정상 노력을 통해 개선할 경우 저소득층 소득파악의 상당 부분이 해결될 수 있음을 주장하였다.

영문 초록

  This paper argues that current beneficiaries of the Minimum Living Standard Security system with work capability should be transferred to a new Korean EITC system suggested here and the Korean EITC system should be connected to the current income tax system. In order to justify the argument, we attempt to estimate how the Korean EITC system affects the disposable income based on a few assumptions of the income brackets and labor supply. We also estimated the expense of the Korean EITC system.
  As a result, this paper can verify that the Korean EITC along with reduction of the income tax exemption limit can alleviate the financial burden and improve the distribution of income. Especially, the Korean EITC can also be attempted under the condition that the current Minimum Living Standard Security benefits decrease to a half level. Then, such the Korean EITC scheme can give rise to a financial surplus due to the decrease of income tax exemption limit.
  In addition, this paper discusses the detailed plan involved in introducing the Korean EITC system, such as methods of assessing accurate income level and construction of the administrational system. For the accurate assessment of income for the low-income brackets, it is important that government should use the current tax materials sufficiently and try to accumulate new materials concerning the earned income.
