국문 초록

  오늘날 민간경비와 경찰의 상호협력을 통한 치안서비스의 제공은 동서를 불문하고 시대적인 요청이 되고 있다. 이 것은 경찰인력만으로는 늘어나는 범죄에 효과적으로 대처할 수 없거니와, 설령 경찰인력을 획기적으로 늘인다고 하더라고 이러한 투자에 따른 비용 대비 경찰력 운용의 효과라고 하는 생산성측면의 결과검증에 있어서 확실한 성공을 장당하기에는, 그 동안의 경찰활동이 그다지 성공적이지 못하였다는 평가 때문에, 이 역시 쉽지 않을 것이다. 또한 최근 전통적 경찰월동이 지역사회 경찰활동(Community Policing)이나 문제지향 경찰활동(Problem Oriented Policing)으로 새롭게 전완되고 있다는 사실 역시, 종래의 이러한 단순한 경찰력증원을 통한 노동집약적 치안에서 지역사회가 가지고 있는 여러 가지의 전문적인 자원을 동원하고 지역사회의 참여를 통한 범죄예방적인 접근을 하는 것이 새로운 해법일 수밖에 없다는 반증이 되고 있다.
  본 연구에서는 이러한 국가 공권력인 경찰과 민간부문에서 동원 가능한 자원 가운데 범죄억제라고 하는 직접적인 목표를 표방하고 있으며, 민간경비산업에서 중요한 한 측을 담당하고 있는 민간경비와 경찰의 상호협력프로그램의 개선을 위한 방안에 주목하고자 하였다.
  현대의 군사조직은 상비군의 축소와 예비군의 동원능력향상으로 그 방향의 자리매김을 마친지가 오래다. 준군사조직으로서의 경찰력도 마찬가지로 이와 같은 변모의 시대적인 불가피성을 직시하여야 한다. 과거와 같은 단순한 차원의 제한적 협조라고 하기 보다는 하나의 시스템으로 작동하는 조직을 형성하는 것이야말로 범죄에 대하여 효과적으로 대처하는 올바른 해법이 될 수 있을 것이다. 본 연구에서는 이러한 충분한 사회적인 공감대를 전제로 하여 경찰과 민간정비의 상호협력 프로그램의 대폭적인 도입과 이를 활성화시키기 위한 개선방안을 제시하고자 하며, 이를 통하여 민영교도소의 운영과 같이, 교정이나 기타 법집행기관들이 전통적으로 국가의 예산으로 운영 통제하여 온 독점적인 형사사업구조를 탈피하고 있는 시대적 변화를 직시하고, 이러한 맥락과 그 괘를 같이하고 있는 경찰활동의 민영화(the Privatization of Policing)방안 중의 하나로서 경찰과 민간경비의 상호협력 프로그램의 개선방안에 대하여 논하고자 한다.
  오늘날 경찰과 민간경비가 비록 그 존재의 근거는 달리하고 있지만, 상호 범죄예방이라는 목적은 동일하며, 이러한 공동목적을 상호 이해하고 더욱 향상된 협력시스템을 구축한다면, 사회안전망은 실질적인 측면에서 보다 강화될 것이라고 본다. 범죄예방에서 서로 중첩되는 영역에서는 완벽하게 공조하고, 이를 위하여 치안정보교류를 보다 활성화하고 상호의 역할에 대한 이해를 증진시킨다면 이러한 공통목적 달성을 위한 최선의 방법이 될 것이다.

영문 초록

  This study discusses some topics associate with cooperation between police and private security, and intend to address that some important changes in state -centered policing of korean society has taken place along with the growth of the private security industry, And it"s true that a few enlightened approach to cooperation between police and private security has already begun to take place in some divisions. But it"s not enough and it is just a event as a matter of form at that.
  Police have pursued their own goals with no regard for the people and resources around them. We believe such thinking is out of date. We believe contemporary society, including society as a whole as "Well as individuals, demands that police cooperate with others. Real success of policing will come when they .e::row with others together rather than hold each other down. Today, many people became to think cooperation of police and private security is the key to success of policing,
  The world economy is expected to remain prosperous, at least into the near future. However, the adverse effects of higher and higher expectations for participation of the society"s resources, including private sector are on the rise, To solve these problems, police must be mindful of all their relationships and act with integrity at all times, In order to succeed, we must cooperate to solve that problems,
  Today, information and knowledge are growing to the extent that police can"t master everything. Cooperation allows us to learn from others. When we combine the knowledge of many, police and private security can innovate themselves. We need each other to fill in the gaps in police and private security.
  By being flexible, supportive and willing to cooperation, we all will have more success in war against crime, They can still retain their own independence, their unique natures, their core competencies, but through competencies, they will expand their identities and develop stronger relationships. These are, after all, the source of self-esteem and satisfaction in their mission of being,
  In this context, this study points out that cooperation opens a new possibility for crime prevention. So, policing activities should be changed in a way of utilizing local knowledges and resources in oder to solve problem in community.
