국문 초록

  최근 한국의 출산율은 급격하게 떨어져 OECD 국가 중 최하위를 기록하고 있는 반면 GDP에서 차지하는 사교육비지출의 비중은 OECD 국가 중 최상위를 차지하고 있다. 벡커 (Becker and Lewis. 1973: Becker, 1991)의 자녀수와 자녀에게 요구되어지는 인적자본량을 다루는 모형은 이러한 한국의 사정을 잘 묘사할 수 있다. 본 연구에서는 벡커의 모형을 개선하여 전반적인 소비와 거주 지역의 주변 환경에서 발생하는 이웃의 외부효과가 아이들의 인적자본형성에 미치는 영향을 반영할 수 있도록 확장하였다. 본 논문은 확장된 모형을 통해 아이들의 수에 대한 주관적인 의사결정자의 가치판단과 거주지역에서 발생하는 외부효과로 인해 사회적인 관점에서의 효율적인 자원배분이 달성될 수 없음을 보인다. 따라서 이러한 효과들에 따른 자원배분의 비효율성을 감소시키기 위해서는 전통적인 경제학에서의 주장과 같이 외부효과를 의사결정과정에 내재화시키는 방법뿐만 아니라 출산율의 급격한 저감을 완화시키고 인적자본형성에 들어가는 단위당 고정생산비용을 낮추는 정책이 필요하다는 것을 제안한다. 이는 또한 경제학에서 출산율을 단순히 동태적인 입장에서의 지속적인 경제성장을 위한 정책목표로 간주하는 것 외에도 정태적으로도 효율적인 자원배분을 달성하기 위한 정책목표로 간주될 수 있음을 보여준다.

영문 초록

  Recently, the fertility rate of Korea has decreased rapidly, while the share of the expenditure on eduction on GDP is increased. Becker"s child quantity and quality model (1973(with Lewis), 1991) can describe well this trend in Korea. In this paper, I emphasize the role of overall consumption to the child quality production and add the neighborhood externality/peer group effects to the Becker"s original model. I show that it is not easy to achieve efficient resource allocation in view of the society because of the subject valuation of the child quantity and the existence of neighborhood externality with the expanded model. I suggest that to alleviate the inefficiency in resource allocation in view of the society. the government tries to make the neighborhood externality internalized in the decision making process, to encourage the increase of the fertility rate and to make fallen the constant cost for a unit of children quality acquisition. Based on these, we also suggest that the fertility rate can be a good policy target not only in view of the dynamic economic growth as economic literature suggests but also the static efficient resource allocation.
