고등교육기관에 대한 성과주의 예산의 적용 가능성과 한계 - 미국에서의 성과주의 예산 시행경험을 바탕으로

국문 초록

  본 연구의 목적은 성과주의 예산이 기반하고 있는 이론적 배경의 음미와, 1990년대 중반이후 본격적으로 도입된 미국에서의 성과주의 예산 시행경험 분석을 통하여 고등교육기관에 대한 성과주의 예산 적용의 가능성과 한계를 모색하는데 있다. 새로운 정책의 시행에 있어 흔히 그렇듯이, 성과주의 예산도 쉽게 해결되기 어려운 많은 이론적ㆍ실천적 쟁점들을 본질적으로 내포하고 있으며, 그 도입의 가장 핵심적 논거인 기관의 성과향상에 대한 실증적 증거도 아직까지 명확히 제시되지 않고 있다. 하지만, 1990년대 중반이후 미국에서의 성과주의 예산의 시행경험은 향후 각 국가에서 성과주의 예산모형의 설계 및 시행과 관련하여 반드시 고려되어야 할 사항에 대한 몇 가지 유용한 시사점을 제공해 주고 있다. 성과주의 예산제도만을 가지고 정부가 원하는 방향으로 고등교육기관의 행태를 변화시킬 수 없다는 것은 명확해 보이지만, 미국에서의 시행경험이 보여주듯이 잘 설계된 성과주의 예산모형이 고등교육기관의 성과향상에 일정부분 기여를 할 수 있다는 점도 부인하기 어렵다. 이러한 측면에서 우리나라에서 성과주의 예산을 성공적으로 운영하기 위해서는 이것이 제대로 작동하기 위한 선행여건의 구축과 함께, 우리나라 고등교육 시스템 특성에 적합한 모형 개발을 위한 보다 심층적 연구가 무엇보다도 시급하다고 할 수 있다.

영문 초록

  The purpose of this study is to investigate the applicability and limitations of performance-based funding for higher education (1) by critically examining its theoretical premises based on the principal-agent theory and (2) by analyzing previous experiences of implementing performance-based funding in the U. S. mainly since the mid-1990s. As is the case with many other newly introduced policy initiatives, the concept of performance-based funding brought about many theoretical and practical issues which often can not lead to easy compromise among stake-holders (i.e. institutional administrators, professors, policy-makers).
  Based on the analyses of the study, it seems there have so far been no clear empirical evidences with regard to the impact of performance-based funding on improving institutional quality and performance unlike the expectation by ardent advocates of performance-based funding. However, more than 10 years" experiences of implementing performance-based funding in a number of the U. S. states seem to provide some useful lessons for other countries in designing & implementing a performance-based funding program.
  Performance-based funding is not a panacea, but just one of the attractive policy options which would have high potential to "influence," not "determine" institutional performance. To maximize its potential, but at the same time to minimize the unexpected consequences of implementing performance-based funding, it would be highly recommended that more thorough evaluations of and more in-depth research on the characteristics & capability of an individual higher education system should be conducted before introducing such a sophisticated policy tool as a performance-based funding.
