인도의 차별철폐정책이 한국의 대학입시정책에 주는 시사점 - 기회균형선발제도를 중심으로

국문 초록

  인도에서 시행되고 있는 대학입학 할당 정책은 불가촉천민을 포함한 인도 사회의 하위계층에게 고등교육의 기회를 제공하여 그들의 사회경제적 지위를 향상시키고, 궁극적으로 인도 사회의 갈등 해소와 사회통합에 기여하고자 함이다. 최근 인도정부는 현행 대학입학 할당 비율을 상향조정하는 과정에서 입학경쟁을 통해 대학에 진학한 학생들과 기득권 세력으로부터 격렬한 저항을 받았다. 한국 정부도 2009학년도부터 ‘기회균형선발제’로 불리는 대학입학 할당정책을 통해 저소득층과 차상위계층 출신의 학생들이 대학에 진학하는데 있어 특별전형방식을 적용받게 할 계획이다. 이 제도는 기존에 농어촌 출신자, 전문계 고교 출신자, 재외국민 및 외국인 특별전형에 저소득층 출신을 추가로 포함시킨 것처럼 보이지만, 실제로는 저소득층을 위한 고등교육기회의 제공은 물론이고 학비와 장학금 등 사회복지를 가미한 한국식 차별철폐정책으로 사료된다. 이에 새로 도입된 한국식 입학할당제도인 기회균형선발입학제도가, 인도에서 오랜 기간 동안 시행되어 온 대학입학 할당 정책의 경험과 시행착오의 과정을 역지사지로 삼아, 한국 사회의 갈등 해소에 일조하고 사회통합에 기여하는 유익한 촉매제가 되길 기대한다.

영문 초록

  Affirmative action of India has long history and has generated intense controversy among various kinds of tribes and races. Despite their bloody clashes and strike against government policies, India has implemented affirmative action involving racial quotas and preferential selection on the basis of races and tribes. Indian government still shows widespread concern for the predicament of the untouchables called scheduled castes or Dalits and the other backward classes, the two very poor and historically outcast groups in India.
  In the conclusion of this study, the initial rationale for the affirmative action in India clearly was to help the poorest and most discriminated groups. This preferences and quota system rapidly spread to the other classes and to many local groups. This study clears up that neither the initial scope nor the justification for the group preferences and quotas could be sustained.
  Korean government has designed "Opportunity Equality Selection System," which will begin to try out from 2009 academic year. As it is similar to racial quota system which Indian government has implemented, it is called "Korean University Entrance Quota System."
  This study on University Entrance Quota System of India will help solving social integration issues in Korea. Especially the experiences of India have numerous implications for the future of the Korean Educational Policies, regarding children of multi-cultural family, migrant workers" children, and inequality of educational opportunity, etc.
