우리나라 국민연금 내부수익률의 기여기간에 대한 비교정태 특성

국문 초록

  공적연금에서 내부수익률(IRR)은 가입자의 수익성, 형평성에 대한 미시적 지표뿐만 아니라 대표적 가입자의 내부수익률은 제도의 재정적 안정성을 나타내는 거시적 지표로 사용되는 유용성을 갖는다. 국민연금의 급여산식에 의하면 가입자의 개인소득이 전체 가입자 소득과 동일하게 움직이는 평균적 가입자의 경우 연금액은 기여연수의 증가 시 선형(linearly)으로 증가한다. 이는 과거 소득을 임금상승률에 의하여 재평가하는 급여산식의 특징에 기인한다. 본고는 비교정태(comparative statics) 분석에 의하여 기존 문헌들의 인식과는 반대로 국민연금 제도에서 평균적 소득의 가입자가 경제활동에 의하여 기여연수를 증가시키면 일반적으로 내부수익률이 상승한다는 것을 보였다. 현재 국민연금은 장기적 재정안정화를 위한 보험료를 인상과 소득대체율 인하가 추진되고 있다. 이러한 모수적(parametric) 제도개선 이후 기존 가입자의 내부수익률은 기여연수의 증가에 의해 감소할 수 있을 것이나 제도의 본질상 신규가입자의 경우는 본고의 결과가 여전히 성립한다.

영문 초록

  In the public pension studies, the internal rate of return(IRR) is a measure that can be used for profitability of covered individuals. If it is measured for a representative individual, it can serve as a macro indicator for the financial stability of the system as well. This paper shows that the IRR of Korean National Pension system is so sensitive to the assumed contribution period(contribution times plus total contribution years) that more attention is needed in setting the average contribution period. First, this paper proves that the IRR of National pension for individuals increase in general as the contribution year (or credit) extends. Second, if we interpret the contribution of National pension premium as buying a single-premium deferred annuity until pensionable age, its IRR increases as individuals approach pensionable age. Finally by defining a representative individual, the analytic results are tested by numerical example for various types of contribution periods. In conclusion, it can be seen that the Korean National pension system has built-in incentive system for the old workers to stay in labor force until pensionable age.
