국문 초록

  연구는 지방선거가 기초자치단체 지방정부지출에 미친 영향을 파악하고자 시도되었다. 정치적 경쟁이 심한 지역일 경우, 1인당 재정지출이 확대되는 것으로 나타났고 이때 단체장은 1인당 지방세에 비하여 이전재원 확충에 노력하는 것을 알 수 있었다. 자치단체장의 집권여당 소속 여부 역시 지방정부 지출과 유의한 상관관계를 나타내었다. 지방자치 이후, 1인당 보조금 증가를 통한 사회개발비 및 민간이전 지출이 증가된 것으로 나타났고, 특히 1인당 지방세의 성장이 1인당 인건비 및 일반행정비 지출로 연계되지 않은 것으로 지방자치 이후 인건비의 절감노력을 확인할 수 있었다. 본 연구는 항목별 지방정부지출의 변화행태와 지방선거 및 지방자치효과와의 관계를 검증하고자 한 것으로서 그 외의 효과에 대해서는 기본적인 한계를 갖는다.

영문 초록

  This paper investigates the impact of municipal elections on local expenditures in Korea. Fiscal decentralization began again in 1991 through the introduction of a local parliamentary system and firmly established in 1995 with the election of local representatives. The hypothesis of this paper is that local expenditures in part can be explained by the behavior of local representatives through municipal elections. To accomplish this task, we classify municipal elections and local expenditures data, and then construct a loose a model for local expenditures that is explained by election variables.
  Among the results, we find that local representatives from municipal elections may increase the ratio of public service-related expenditures such as welfare, health and sanitation. In order to be re-elected, they expand local welfare-projects and lobby for more matching grants earmarked specifically for their areas. Also, we find that fiscal decentralization of public service-related expenditures may be realized after municipal elections in 1995. This effect is clearer in municipal governments than it is in provincial-level governments. Furthermore, the difference between the winning (the elected representative) and losing portion of votes in each area cannot explain the pattern of local expenditures. However, a local representative of the governing party may increase local expenditures in that area in comparison to the opposition party.
  Therefore, this paper summarizes the behavior of local expenditures after municipal elections in Korea. Specifically, this paper contributes political economic and institutional matters with regards to municipal government issues in Korea, as the link between municipal elections and fiscal decentralization have yet to materialize.
