국문 초록

  최근 평생학습정책을 주도하고 있는 국제기구들을 중심으로 다양한 형태의 평생학습 국제조사가 실시되고 있다. 이 조사들은 단순한 참여율 파악의 수준을 넘어서 성인학습의 다양한 특징과 기능을 조명하려는 연구로 그 관심사를 확장해가고 있다. 평생학습조사와 관련한 주요쟁점으로는 평생학습을 측정 가능한 형태로 규정해내는 것과 함께 학습이 핵심역량 형성을 통해 지식자본주의 안에서 새로운 위치를 차지하는 양태에 관한 내용들이 포함되고 있다. 이와 관련하여 유럽연합의 평생학습 질적 지표는 평생학습과 기초 직업역량과의 관계, 평생학습 접근성 및 참여현황, 평생학습의 자원영역, 전략과 시스템 개발이라는 관점에서 그러한 맥락화를 본격화하고 있다고 할 수 있다. 본 연구는 이러한 지구적 경향성의 연장선상에서 우리나라의 평생학습참여조사를 확장하려는 시도의 하나라고 할 수 있다. 본 연구는 서울시 거주성인 1,000명에 대한 평생학습참여 조사자료에 기반을 둔다. 이 연구에서는 기존의 학습참여율 및 참여시간 등의 조사에 덧붙여서 학습패턴 및 학습역량이라는 두 가지 핵심요소를 포함시킴으로써 학습에 참여하는 성인들이 보유하고 있는 학습양태 및 능력인지 여부와 참여율 간의 관계를 추적하였다. 이 연구의 결과로서 연구자들은 (1) 서울시 거주 성인의 평생학습참여율에 관한 기초 자료를 추출하는 한편, 특히 (2) 학습자의 학습패턴 및 학습역량이 성인의 평생학습참여를 결정하는 의미 있는 변인일 수 있다는 점을 비선형 회귀분석을 통하여 확인하였다.

영문 초록

  Recent years, the international organizations, which are leading development of lifelong-learning policies, have analyzed diverse types and effects of international lifelong education. Most studies examined not only the simple rate of participation but also various characteristics and functions of lifelong learning. The significant issues with respect to investigation of lifelong education were how to categorize and measure the definition and effect of lifelong education and how those educations improved the core competencies to be retained for use in knowledge and capital based modern society. Related to these, Fifteen Quality Indicators of Lifelong Learning(FQILL) by E.U. tried to answer the relationship between lifelong learning and basic vocational competency. Also, it provided valuable information about accessibility, enrollment rates, and resources, as well as development of strategy and system of lifelong learning.
  Recognizing the worldwide trends of lifelong-learning studies, this study investigates which democratic and learning-style factors affect participation rates and lengths of education. Importantly, it analyzes relationship among enrollment rate, participants" characteristics and their cognitive capacities involving learning styles and competencies. The data was obtained from a sample of 1,000 adults from a metropolitan city of Korea. The results indicated that the participation of lifelong learning was significantly influenced by learning style and learning competency.
