민간보육시설장의 시설운영상의 어려움에 대한 이야기

국문 초록

  본 연구는 12명의 민간보육시설장과의 심층면담을 통하여 시설운영상의 어려움을 알아보기 위한 것으로, 그 결과는 다음과 같다.
  민간보육시설장은 시설운영상 공통적으로 원아모집, 정원규제, 보육료 규제, 보육료미납 및 반일반 보육료 할인 등과 같은 재정적인 문제, 다양한 보육프로그램 부족, 시설장과 보육교사 재교육 문제, 보육교사의 과중한 근무 및 처우 문제 등으로 어려움을 겪고 있다.
  민간보육시설장은 시설 특성에 따라 또다른 어려움을 가지고 있는 것으로 나타났다.
공동주택보육시설은 시설이 단지의 규모에 따른 보육수요나 시설을 사용할 영유아의 발달적 조건을 전혀 고려하지 않은 채 건축되고 있는 데에서 오는 문제와, 불안정한 시설임대에 관련된 문제로 인한 어려움을 가지고 있다. 농촌보육시설은 영유아 숫자의 감소로 인한 원아모집 문제, 교사 수급의 문제, 운영난 등을 겪고 있다. 융자보육시설의 경우, 많은 융자보육시설들이 운영난이 심각해짐에 따라 융자금 상환 압박에 시달리고 있으며, 상당수의 시설은 이미 경매로 넘어가는 등 어려움을 겪고 있다. 또한 가정보육시설은 소규모의 인원으로 인한 운영상 문제와 협소한 공간, 시설 내 실외놀이터가 없는 점 등으로 어려움을 겪고 있는 것으로 나타났다.

영문 초록

  The purpose of this study was to make a survey of overall operation of private childcare facilities newly categorized in this study into 5 types-In-apartments type, Rural region type, Homelike type, Government-loan type, General type-through in-depth interviews with 12 facility principals.
  Most of all facilities have common problems. Difficulties of attracting families in fierce competition, the regulation of entrance quota and cost, the poor and immature programs, the reeducation of principals and teachers, hard work and low pays for teachers, and overall difficulties in management.
  And the specific problems that major type of facility has respectively are as follows :
  First, In-apartments type childcare facilities have problems because they are not suitable to the demands of childcare and the principals enter into a rent contract from a disadvantageous position.
  Second, Rural region type childcare facilities have problems of diminishing child population, the insufficient supply of teachers, and difficulties in management.
  Third, Government-loan type childcare facilities which take cheap loans from the government are often sold by auction and almost all them are under the pressure of their loan payment.
  Fourth, Homelike type childcare facilities are too small to be a successful childcare system and can not get excellent teachers. In addition, the number of children is not great, so the financial status is not good.
