미국의 사회적 기업의 재원조달 방안

국문 초록

  이연구의 목적은 미국의 사회적 기업의 자금조달 방식을 검토하여 우리나라의 사회적 기업의 창출에 필수적인 자원동원 계획을 수립하는데 기초적인 자료를 제공하고자 하는데 있다. 미국 사회적 기업의 재원조달방식을 검토하기 위해서 먼저 미국의 비영리조직의 발달과 사회적 기업의 성장에 대해 고찰하였다. 미국은 역사적으로 비영리조직이 발달해왔으며 특히 1990년대 이후에는 비영리조직들이 사회적 기업을 운영하기 시작했다. 미국의 비영리조직은 영리조직과 경쟁하면서 사회서비스 영역에서 급성장을 이루어왔다. 미국은 최근 사회적 기업과 사회적 투자에 대한 관심이 높아지고 있는 가운데 다양한 형태의 자금이 이 영역에 투자되고 있다. 이러한 사회적기업의 재원은 정부와 민간부문에서 증가되고 있다. 정부는 1990년대 지역재투자법(CRA)을 제정하고 지역개발금융기관(CDFIs)에 자금을 지원함으로써 사회적 기업을 활성화하는데 일조하고 있다. 또한 민간차원에서도 민간재단이나 기업, 제도 금융권, 사회적 벤쳐투자자들의 사회적 기업에 대한 지원이 급증하고 있다. 이렇게 사회적 기업에 대한 지원이 증가하고 있는 것은 정부가 일정 규모의 기금을 조성하고 이러한 기금을 중간대출기관에 제공하는 한편 중간대출기관들도 정부 이외의 민간기관의 재원을 유입하는 매칭펀드 형식을 취하게 함으로써 민간부문의 자원을 유입하는 장치를 마련했기 때문이다. 이러한 관점에서 우리 정부도 사회적 기업을 직접적으로 지원해야 할 뿐 아니라 일정 규모의 재원을 조성하고 이를 기반으로 민간자본을 유입하는 방안들이 강구되어야 한다. 그리고 지역사회나 국민이 사회적기업에 대한 관심을 제고시켜서 기업이나 민간자본의 사회적 책임투자나 기업 파트너십을 형성할 수 있는 여건을 마련해야 할 것이다. 또한 우리사회에 기부문화가 활성화되어야하고 이러한 자금을 효과적으로 운용할 수 있는 지역재단이 설립되어 사회적 기업을 효과적으로 지원할 수 있도록 해야 한다.

영문 초록

  The purpose of the study is to provide fundamental data needed to setup a necessary financial resources provision plan to the creation of Korean social enterprises by examining funds supply methods of American social enterprises. First of all, there are several characteristics of the third sectors of the United States to review in order to examine funds supply methods of American social enterprises. Historically in the U.S, NPOs have been developed, especially since 1990, NPOs have run social enterprises. In the U. S. NPOs have developed in their social areas, competing with profit enterprises. They are interested in social enterprise and social venture investment increasingly and a variety of funds are invested in these areas. Financial resources of these social enterprises have been increased by the U. S. government set up CRA in 1990’s and supported financial resources, and promoted the activation of social enterprises, Also private foundation and enterprise, public banks and venture investor supporting are increasing rapidly. The government established systematical devices; making funds and providing to CDFIs, promoting a type of matching fund with private financial resources. Moreover, the government supports the non-profit organizations through tax policies.
  In conclusion, the governmental support is essential to an activation of social enterprises of Korea. Furthermore, contributory culture also must be vitalized, and there should be local foundations which can manage the funds efficiently so that effective support of social enterprises can be possible. Finally, systematical devices are necessary in order to activate social contribution projects of enterprises, and loans of nongovernmental financial agencies must be expanded.
