학교회계제도의 도입과 특수학교경영의 자율화 연구

국문 초록

  본 연구는 2001년부터 시행된 학교회계제도의 성과와 문제점을 분석하고 향후 방향을 제시하기 위해, 전남지역의 공립학교와 사립학교 각각 1개교를 조사했다. 조사결과, 일반교육환경의 변화를 보면 두 학교 모두 교직원은 증가하고, 학교시설과 교재는 큰 변화가 없었다. 둘째, 재정규모와 구조의 변화를 살펴보면 경직성경비인 인건비가 차지하는 비율이 증가하고 있으며, 운영비는 감소하고 있고, 수익자부담경비는 꾸준히 증가하고 하고 있는 것으로 나타났다. 특수학교의 학교재정 자율화를 위해서는 첫째, 자율적인 재정 운영을 위한 재원확충이 필요하다. 둘째, 경직성경비인 인건비의 증가와 운영비의 감소는 학교회계제도의 원래의 목적인 자율성의 확대를 저해하는 요소이다. 셋째, 학교재정운영의 투명성과 민주적 예산운영을 위한 예？결산 공개가 철저히 이뤄져야 한다. 위의 문제점에도 불구하고 자율적인 학교회계제도의 운영은 장애학생들의 제한성, 통합교육과 전환교육, 교수학습과정의 특성화와 관련된 문제점들을 해결할 수 있는 여지가 있으므로 지속적인 관심을 가지고 활발한 후속연구가 이뤄져야한다.

영문 초록

  The purposes of this study are to analyze the accomplishments and problems of present school accounting system. For these purposes, we surveyed the boards of two special school in Chonnam.
  The results of this study are as the follows:
  First, the special school is more deteriorated than the regular school because of no self-income with respect to the autonomy of the school accounting system.
  Second, it is serious problem that the weight of personnel expenses is tend to increase and the weight of real expenses is inclined to decrease after introduction of school accounting system.
  Third, those schools didn"t follow the rule that the school should open the budget？settlement of accounting to the public.
  Nevertheless, the introduction of the school accounting still expected to solve many problems at various restrictions of the disabled students, the inclusion education and the transition education, characterization of teaching-learning process in special education in spite of the problems above.
