서울시 공립 초ㆍ중학교 교육비의 공평성 분석

국문 초록

  이 연구는 서울시 공립 초등학교와 중학교의 학교회계 결산자료를 기초로 단위 학교재정의 공평성을 측정하고 학부모와 학교가 소재한 자치구의 재정능력이 학생 1인당 교육비와 어떠한 상관관계에 있는지를 분석하였다. 분석결과, 1) 학생 1인당 교육비 측면에서 볼 때 서울특별시 초등학교의 학생 1인당 평균 교육비 수준이 중학교의 학생 1인당 평균 교육비 수준보다 지역 간 격차가 더 심한 것으로 나타났으며, 2) 단위학교 세입ㆍ세출 총액만을 기준으로 수평적 공평성을 측정했을 때 학생당 교육비는 지역 간에 공평하게 배분되고 있었다. 3) 그러나 세입ㆍ세출의 각 항목별로는 지역 간에 차이가 있었는데, 세입 항목 중에서는 목적사업비, 자체수입, 학교발전기금, 보조금 및 지원금 항목에서 차이가 나타났다. 특히 중학교의 수익자부담경비 중 현장학습비의 차이가 눈에 띄게 나타났다. 4) 지역 간 차이에 비해 동일 지역 내 단위학교 간 차이가 더 큰 것으로 나타났으며, 5) 학교발전기금과 학생 1인당 교육비와의 관련성은 상관계수 0.1 미만으로 재정적 중립성의 원칙이 지켜지는 것으로 나타났다. 이상의 분석 결과를 볼 때 단위학교 재정배분 기준에 대한 검토가 필요한데, 특히 동일 지역에 소재한 학교의 교육여건이 같다고 전제하는 배분방식은 지역 내 학교간의 격차를 더욱 심화시킬 수 있다.

영문 초록

  The purpose of this study is to analyze the difference of educational expenditure per pupil among regions and schools. It has been sampled a total number of 510 public elementary schools and 249 public middle schools in Seoul, and analyzed the settled school account of revenue and expenditure in 2004 to investigate the difference of educational expenditure between districts and schools within same district according to horizontal equity. This study also analyzed the degree of relation between educational expenditure per pupil and property wealth of school districts according to fiscal neutrality. As the method of analysis, Gini coefficient, McLoone index, Coefficient index, Range, Restricted range, Correlation coefficient were adopted for analyzing equity.
  An analysis of educational expenditure per pupil in different school levels and different districts shows highly significant results; (1) Educational expenditure per pupil is inequal in elementary schools and middle schools, especially inequity of elementary schools is more higher than that of middle schools. (2) There appeared to be greater differences within same district"s schools than between districts. (3) The equity of educational special accounts transferred income is highest, but horizontal equity of subsidy, supporting fund and self-revenue is highly low. (4) There were the differences between school districts where the residents are in high per capita income and those in low per capita income. There appeared to be differences according to the level of the residents" wealth(as the sum of inhabitants" tax).
