교육비 지불보증제도 실시에 따른 학교 조직의 변화 분석 - 플로리다 A-plus 플랜을 중심으로

국문 초록

  본 연구는 미국 플로리다 A-plus 플랜을 중심으로 교육비 지불보증제도의 특징과 현황을 살펴보고 제도 실시 이후 단위 학교 차원에서 나타난 인적 및 기술적 차원의 변화를 분석했다. 연구 결과, 제도 실시 이후 학업성취에서 긍정적인 효과를 보인 학교들은 교원의 구성이 전문화 및 다양화되는 경향을 보였으며 외부 기관과의 연계도 확대되었다. 또한 교육과정 운영의 책임 소재 확대, 다양한 교육 프로그램의 도입, 교원 연수의 활용 증대 등이 제도 실시 이후 나타난 변화로 분석되었다. 교육비 지불보증제도는 비록 부적 강화의 형태로 활용되었으나 단위학교 차원의 경쟁력 강화에는 긍정적인 영향을 미친 것으로 판단된다. 교육 수월성 확보를 위해 학교 선택권 및 학교의 자율적인 운영이 확대되어야 한다.

영문 초록

  This study is to analyze the changes happened in the school organization by the implementation of Florida A-plus Plan including the educational voucher system. Five elementary schools and five secondary schools in the Dade school district were selected to analyze organizational changes in school. In human perspective, the educational voucher system has influenced on the change in the number and components of teachers. More experts equipped with knowledge of subjects were hired to improve academic achievement, advise behaviors, and support family environment. In the area of external support system for unit school, schools constructed network with other organizations including universities, other schools, and institutions to solve their weakness of schools. In technological perspective, the specific educational programs were strengthened and more responsibilities were emphasized. In the state of Florida, the educational voucher system has been used for the negative reinforcement. Nevertheless, it appears positive changes in the school organization. In order to strengthen educational excellence, it is required to broaden school choice and autonomy of teachers and curriculum operation.
