'적응'을 넘어서: 탈북 청소년 교육의 새로운 방향 모색

국문 초록

점차 증가하고 있는 남한 입국 탈북 청소년들은 초기의 정착과정에서 중층적인 어려움과 혼란에 직면한다. 이들의 남한 사회 정착을 돕기 위해 민간단체들이 운영하는 다양한 교육 프로그램들은 남한사회로의 성공적 적응과 이에 필요한 학력증진 교육에 최우선적인 관심을 보인다. 하지만 성공 에 필요한 사회 문화적 차원이 절대적으로 부족한 탈북 청소년들의 대부분은 경쟁적인 남한 사회에서 급속히 주변화되면서 꿈과 현실의 격차에 좌절하고 방황한다. 이에 현재 탈북 청소년 대상 교육기관들이 행하고 있는 교육적 실천의 성격과 한계를 점검하고 새로운 방향성을 모색할 필요가 있다. 현재 행해지고 있는 탈북 청소년 대상의 교육적 실천은 탈북 청소년들의 시각과 경험에 입각해 이들을 주변화시키는 남한의 문화를 상대화하는 계기를 마련하지 못하고 이들에게 남한의 사회문화체계에의 일방적 적응을 요구하고 있다. 따라서 이들에게 자신들의 경험과 처지를 토대로 남한의 지배문화를 상대화하고 스스로의 정체성과 문화를 형성해 나갈 수 있도록 지원하는 교육적 실천이 필요한 시점이다. 이러한 교육적 실천은 또한 통일이 단순히 남북 간의 동질성을 확대시키고 이질성을 극복하는 과정이 아니라 오히려 그 과정에서 남북한 사회를 새롭게 발견하는 과정이 되어야 한다는 점에서 남북 간의 장기적 사회문화 통합 과정이 있어서의 과제와 맞닿아 있다.

영문 초록

An increasing number of North Korean adolescent refugees are coming to South Korea, and they are being plagued by multiple hardships and confusion to wrestle with. A variety of educational programs run by non-profit organizations are designed to help them settle down in the South Korean society, and these programs are bent on fortifying the adaptive capabilities of these adolescent refugees. But, these adolescent refugees are being rapidly marginalized since they are very much short-handed in social and cultural resources necessary for social success. As a result, most of them suffer much from the discrepancy between their dream for success and the hard reality they face. So, it has become necessary to examine the nature of the current educational practices geared toward expanding the adaptive capabilities of the young North Korean refugees. The current educational efforts have failed to provide the students with the opportunity to objectify and reflect on dominant culture of the South Korean society. Now a different kind of educational effort should be introduced which will help the adolescents build their own identity and culture based on their own experience and positionalities in the South Korean society. The objectification of the dominant culture of the South Korean society is a key step in helping the refugees develop their own subculture. The educational effort of this nature is also in line with the long-term socio-cultural integration between the two Koreas.
