Rate of accident is one of the various indexes that say accident level in industry. The equation of rate of accident is as such; the number of Injured persons divided by the number of regular employees. Originally it functions as the signal for safety and health policies of government. In addition of the function, in Korea, rate of accident is used as the index of safety management ability of construction company and as the promotive tool for safety activity of company in order to get there, the ministry of labor inserted rate of accident in the bid system. Because the bid system has the immense influential power to the construction companies. Those meanings are very admirable but in reality those are showed distorted. Two factors of the rate of accident equation seem to have serious problems. Above all, related to the number of injured persons the most critical problem is a concealment of accidents. It seems natural for companies to try to conceal accidents because the gap between advantages and disadvantages from concealments is too big. Advantages from concealment are immense because it makes rate of accident of the company not increase and then the company is able to win in great project bid next year Maybe the amount of advantages is up to hundreds billion won. Compared to that, disadvantages from concealment are tiny. The penalty for concealment is at most a fine not exceeding ten million won. So, the concealment rate seems to be 50~70% according to the worker's surveys or company staff's Interviews. Second problem of rate of accident is the absurdity of assumption for the number of regular employee; 'the monetary size of project multiplied by rate of wage cost' divided by 'monthly average wage multiplied by 12'. When ministry of labor calculates the number of regular employee of particular company, it used to use the average numbers of construction industry in wages of workers and rate of wage cost. As the results of that, the number of regular employee of particular company depends on the monetary size project. So, it tends to underestimate the number of regular employee of small project and overestimate that of large project. We surveyed real number of workers from the work diary of construction sites There are lots of differences between the assumptions and actualities of the worker's number. As the results of analysis, nevertheless good meanings of our present institutions related to rate of accident, actually they're irrationally affecting construction companies and industry. From the view point of the government, the index of rate of accident seems not function as the signal for effective policy decision. From the view point of the companies, there are possibilities of a inversion between winners and losers in bid. This report has three objects to search various methods for improvements related to rate of accident. First, to make rate of accident reflect actual level of accidents. Second, to find the methods for reflecting of safety management ability of a construction company. Third, to find the methods for reflecting of accident prevention efforts of a construction company. In order to get to three objects, we provide two solutions. First solution is to adjust some methods under the present institutions. That IS, to strengthen observation systems for eradication of concealment, to make punishment of concealment heavier, to enlarge the range of light accidents excluding from the rate of accident, and to reduce the grades of rate of accident in bid systems are those. But if through the first solution the accident concealment problem weren't disappeared, then we should think about the second solution. Second solution is a trial to change the basic mechanism starting from the fundamental reason of accident concealment. To make rate of accident reflect actual level of accidents, instead of eliminating rate of accident, we'd like to introduce more directive tools for achieving the meanings of it.
